Firstly, Electrification doesnot cause delays , rather disruption of that network is responsible for delays.
Secondly, NWR or other zone which had diesel line had less punctuality in earlier days. It's only after invent of HHP locos that the diesel lines have improved punctuality because of lesser loco failure .
Now when I say that electrification has disadvantage , I want to highlight that electrified network comes to a stand still when there is problem in even one OHE.

do not want to say that Electrifying of IR should stop, but more measures should be done to ensure that one incident doesn't disrupt whole network. One incidence causes huge loss to railway , and trouble to pax.

IR is putting all money on ONE option, which is very risky .
This goes without saying that we have scarcity of fuel so IR would go for electric , but electric is not the best solution IMO . Now a days bio diesel fuel is being researched which is the better alternative.

Koush bhai as you said bio diesel is being researched and when that route is electrified then we shouldn't depend on diesel and yes IR should look after the safety but we have to save the natural resource where ever possible

Now we are getting somewhere in this discussion. I dont think diesel vs Electricity is even a debate now based on the global adoption of electric as the de facto standard for passenger train haulage, especially all the higher speed implementations worldwide. And punctuality is certainly not compromised by this decision. These are stray instances and completely merit attention to understand why these collosal mess-ups are happening but I dont think it means electrification itself is a cause for concern.
And regarding bio diesel, while I am a sceptic of its true potential at the moment, I am not closed to the idea of it becoming a viable alternative source of locomotive fuel but we are far from being there at this
