ANSWER
MINISTER OF STATE IN THE MINISTRY OF RAILWAYS (SHRI MANOJ SINHA)
(a) Despite Railways continuous endeavour to run 12447/12448 Manikpur-Nizamuddin Uttar Sampark Kranti Express, 12427/12428 Rewa-Anand Vihar Express, and 12189/12190 Jabalpur- Nizamuddin Mahakoshal Express on time, except for 12448 Nizamuddin- Manikpur (Uttar Sampark Kranti Express), the terminating punctuality performance of the referred trains has largely remained unsatisfactory. However, the originating punctuality of these trains has been satisfactory as these trains have had to be rescheduled only on few occasions. Analysis shows that the running of all these trains has been adversely affected due to line capacity constraints on the Allahabad- Delhi sector (for Rewa Express) and on Jhansi –Nizamuddin sector (for Uttar Sampark Kranti and Mahakaushal Express). The line capacity utilization in the above two sectors is more than 115%. This constraint got further accentuated due to a large number of planned capacity enhancement infrastructural works that were executed in this financial year, including the following major works:
(I) Hazarat Nizamuddin-Jhansi Sector
1. Solid State Interlocking work at Agra station
2. Road Under Bridge work between Mathura-Bhuteswar.
3. Ongoing washable apron work at Platform -3 at Jhansi.
4. Commissioning of Automatic Signaling at different stations on Hazarat Nizamuddin- Jhansi section.
(II) Delhi-Allahabad Sector
1. Commissioning of Fly over at Tundla
2. Yard remodeling and other traffic facility work done in Kanpur area
3. Automatic signaling works done in Allahabad-Kanpur- Tundla section
4. Solid State Interlocking work at Etawah station and providing connectivity to Etawah- Bhind new line
5. Changing of old and unsafe bridge girder at Kanpur.
The above factors have affected the running of many trains passing through both these corridors. In addition to this, the day to day on- time running of these trains also suffered a severe setback due to non-railway causes e.g. cattle run over, heavy road ongestion at level crossing gates etc. as well as asset failures which tend to have a cascading impact on the trains following each other at close interval on Delhi-Allahabad and Hazrat Nizammudin-Jhansi sectors.

(b) & (c) Passenger amenities items provided in coaches of 12447/12448 Manikpur-Nizamuddin Uttar Sampark Kranti Express, 12427/12428 Rewa-Anand Vihar Express, and 12189/12190 Jabalpur-Nizamuddin Mahakoshal Express are at par with other trains as per prescribed norms . Availability of basic facilities/passenger amenity items in coaches is checked during their laid down maintenance schedules. Penal/disciplinarily action is initiated against erring staff/contractor wherever abnormalities are noticed during inspection or through passenger complaints.
