Respected Sir,
I have gone through the 30 Page E-Book highlighting the achievements and initiatives of Indian Railways in the past one year in a detailed manner. It's a Great Achievement and the current projects of Indian Railways are also going very smoothly which is also a Praiseworthy effort.
As a Rail Enthusiast I think the following 9 tasks need to be performed with UTMOST PRIORITY to make IR more Popular, Speedy and Profitable:
1 Electrification of ALL ROUTES(25 KV AC Traction) so that consumption of Diesel can be minimized. As because IR is a Huge Diesel Consumer and expenditure on this account is huge which can be made NEGLIGIBLE by switch over to Electric Locomotives in the Routes where still Diesel Engine Runs. Diesel Engines should be kept for "Shunting and Emergency Support only".
2 Initiatives should be taken so that SOLAR Energy can be utilized effectively and try to find out other Environment Friendly Alternative Source of Energy so that usage of "Thermal Power" can be restricted to Train Operation and Track related Functioning ONLY as because Coal is a Non Renewable Source of Energy and pollute environment like Fossil Fuel(Diesel) from which Thermal Power is produced .
3 As a PILOT PROJECT in Mumbai Suburbs "IGBT Propulsion System" driven 3 Phase Ergonomic EMU Rakes are plying currently manufactured by Bombardier, Siemens etc. IR should also introduce such 3 Phase Ergonomic EMU,MEMU Rakes in the Suburb Section of other Metros like Delhi, Kolkata & Chennai so as to "Reduce the Cost of Energy to a Considerable Extent with the help of Regenerative Braking System of these EMU Coaches".
4 Passenger Safety & Security should be bolstered by LHB Conversion of all Superfast Mail & Exp Trains of Indian Railway. Necessary Steps should be taken so that production of LHB Coaches can be increased in every year so that by 2020 it can be possible to convert 90% of Mail & Exp Trains of Indian Railways to LHB.(Linke Hoffman Busch Coaches)
5 This is the Most Crucial Point Sir which need to be implemented immediately without any Further Delay:
Mandatory Condemnation of WAM-4 Class of Locomotives(Which is more than 35 to 40 + years OLD) by inducting Ergonomic 3 Phase Passenger & Goods Loco(Powered by IGBT Traction System) and if possible RECYCLE the parts of these WAM-4 Locos in Production of Rolling Stock. These WAM-4 Locos can also be used for Departmental Duties ONLY after Condemnation.Mention must be made here that we have total 196 WAM-4 Locomotives in Indian Railways now(As per the Loco Bank of E-Loco website).Immediately these Locos should be replaced with WAP-5, WAP-7 & WAG-9 Locomotives. 3 Phase Locomotives(WAP-5,WAP-7) are used by Few Zones of IR and mainly in some Rajdhani, Shatabdi and Durontos only which is required to be changed now and these Locos must be made available to all Zones of IR as because 3 Phase Locos are Ergonomic, Crew Friendly and Energy Saver(Both Passenger & Goods). It also has less maintenance cost and Failure Rate as compared to Single Phase Tap Changer Locos like WAP-4, WAM-4, WAG-5,WAG-7 etc. 3 Phase Locomotives should be provided as a Link of all Superfast Trains of Indian Railways. For Example South Eastern Zone have not any 3 Phase Loco but their Crew operates GZB WAP-7 with 12801/12802 Puri NDLS Purushottam SF Exp from KGP to NDLS regularly. From KGP to Puri it is run by SRC WAP-4,now if SER has it's own WAP-7 like SRC or TATA WAP-7 this Train can be hauled by WAP-7 from Puri to NDLS. Also if SER is provided with WAP-7 then the following Trains can get WAP-7 from Howrah
a 12841/12842 HWH MAS Coromondol SF Exp
b 12860/12859 HWH CSTM Geetanjali SF Exp
c 12262/12261 HWH CSTM AC Duronto Exp
d 12222/12221 HWH Pune AC Duronto Exp
e 12245/12246 HWH YPR Duronto Exp
f 12277/12278 HWH Puri Shatabdi Exp
Production of 5000 HP Single Phase DC Locos i.e WAP-4 & WAG-7 should be STOPPED now PERMANENTLY and ONLY IGBT Traction Powered 3 Phase Locos(i.e WAP-5, WAP-7, WAG-9, WAG-9H & WAG-9i) should be produced by CLW.
6 Running two important Projects of EDFC & WDFC should be completed ASAP so as to Free the Track from Freight Traffic and do the needful at the earliest to increase the MPS and Average Speed of Trains. A PRAGMATIC and ROBUST stand is required on the part of Indian Railways to Complete these two Freight Corridors without any Further delay. Mention must be made that these two Projects have been escalated numerous times in Past resulting in it's burgeoning COST Burden and IR is already indebted to World Bank for these two important projects.
7 Accrual Accounting System should be implemented in IR for getting the everyday Real Picture of Cost & Revenue of Passenger & Freight Operation. Less Patronage and Loss making Trains should be stopped ASAP so as to relieve the Exchequer. Contract should be made with ICAI(Institute Of Chartered Accountants Of India) to provide necessary help and acumen regarding Modernization of IR's Accounting System. Interim Audit(After 6 Months) and Annual Audit by C&AG should be implemented MANDATORILY to address the LOOPHOLES and FALLACIES in the Accounting Structure of this Powerful State Transport Behemoth.
8 Necessary steps should be taken to utilize the Less Congested Routes by diverting Trains from Crowded/Overcrowded Routes and updating the TT of those Diverted Trains accordingly so that New Trains can be introduced without affecting the existing Traffic of any route.
9 Unmanned Level Crossings should be abolished totally from IR network.
