this has both advantage and disadvantage. Sleeper coaches will be again reserved coach, no more rush in sleeper, reserved people can travel comfortable. Disadvantage is, more work load for TTE, this will test their patience at limit. There are chances that TTE will misuse the power and start collecting bribe. Secondly General compartment which are already full will be now totally packed, which may result in short distance people opting for Buses. So this move as both good and bad. To make this a better move, more general compartment should be added up. So that those passengers can travel comfortably.

I think you are right. The TTE's will be overloaded. As it is railways have reduced number of TTE's......not too sure how it will work. Also there could be chances that TTE's might end up taking lesser amount from passengers and not issue receipt especially if it is the final journey leg and there are lesser chances of any squad etc coming for checking.

Well this is how a hasty decision ends up. As long as there are earmarked coaches in sleeper which are de-reserved, i dont think railways and passengers should have a problem eg Allp DHN, Sabari exp, MAQ-Egmore and few others.
The issue will be there for those trains where there are no earmarked coaches and sl tickets are issued eg Mangala, Nethravathi. Lots of passengers travel in these trains during the day time and do create inconvenience for reserved passengers.
