Itarsi being the Zonal Handover point will get prominence whereas the DD and KWV you mentioned don't have that advantage...moreover, there is no such guarantee that you will get halt if it's a Zonal changeover point ..but yeah you got more chances as it has more prominence ...whether a train got halt or not...it will halt at these junctions for a brief moment before proceeding further...
that's the case even with GDR too ...but NLR/GDR being in very close proximity, either one gets the stop in most of the case or none of them ...
