official rule says that no WL passenger is allowed to board the Reserved Compartments of a train (below picture (courtesy: Mr. Somanko Tiru) proves it).

But, some people say that the WL passengers in a partially confirmed ticket can travel and may get a seat alongside the co-passengers with confirmed tickets after due consideration from the TTE.

The confusion comes from the fact that IR also mentions that for a partially confirmed ticket, the passengers who have WL tickets will have their name in the final chart of the train. This does not mean that the passengers are allowed to travel in the train with a WL ticket. It simply means that IR has not cancelled their tickets because the entire PNR is not waitlisted.
.
But, there are people who twist this rule and say that the WL passengers can travel in that train. And, such interpretations are more so made because the normal practice for TTEs is to allow such WL passengers to enter the Reserved Coach and help them adjust with some co-passenger who has a confirmed ticket. Sad, but that is the hard truth !!
.
What I and some other members too feel is that passengers with WL Ticket in a partially confirmed ticket should not enter a Reserved Coach, as they have not been allotted a seat. They may enter the Reserved Coach when the TTE finds an empty seat for them in that compartment.

Well , I have even travelled with full WL ticket in AC 2 tier with my friend who had an RAC seat .

Nowadays this practice of adjusting on board TTE has come down to a drastic extent for a good reason. Since the chart clearly mentions the current TTE can allot berth only upto next charting point in long distance trains. This adjustment with TTE business is nothing but illegal. Since the TTE will not give a receipt else he will lose his job if the same berth is accidentally booked by someone online in current. Therefore TTEs do not indulge in these practices. The TTE can allot his own berth and sleep in higher classes which is normally done.
Thus partial W/L for long distance journeys should not be entertained because it breeds corruption.

example I was travelling by 12641 from MS-BPL. The TTE allotted RAC pax of CAPE-NZM some vacant berths after MS.
This train has charting at MS, BZA and NGP. Now at night 02.00 AM someone got in at NGP saying telling the RAC berth guy the berth is actually been booked. Now the RAC guy had exchanged this berth with a lady in another coach!
Finally the CR TTE came at NGP and said no SR TTE can allot berths till NZM as it is not his authority. Then the confusion subsided after "adjustment" and some people had to sit and travel.
Needless to say the TTE was also arguing about why IR should remove RAC as it has become impossible to legally confirm it enroute in long distance trains due to multiple charting. Only not joined seats are in TTE hands now and he allots it with his own discretion (read bribe). Rarely TTEs follow the rule of allotting RAC in a prescribed order.

Sir, let me narrate one such experience that I had heard from my dad.

He was to return from Chennai to Kolkata by Mail with my mom and his parents. The agent apparently did some mistake and some of the tickets were in WL. Now, all of us were in for a shock. The passengers were my dad, my mom, my grandfather and my grandmom.

When they all boarded the train, they politely entered the UR Coaches, as they did not have a fully confirmed ticket. My grandfather went searching for the TTE and found him. But, there were no empty seats. So, they waited and waited. And eventually all of them had to travel in the UR Coach for the entire journey. Now, that is how WL Passengers should ideally travel.
