Sir for 1AC its the common procedure your ticket will be confirmed but berth number will be alloted only after chart preparation..This is followed since its primarily used for VIP quota they will allot cabins to them on first preference then to general public..
Guess it should not be problem to you since only one 1A coach is there you can board directly...

You are correct, 139 gives cabin location of your berth ie 'A', 'B' etc. Whether you have been allotted a lower of upper within the cabin can be found only on the chart or from TTE
