That doesn't means End to end electric. The term end to end electric means No diesel locos will be involved from Originating station /destination station, Electric loco will depart from originating station and when reaching destination station it will be electric loco only
If in middle any line is diesel then topup used since eloco not detached so it's end to end applicable with topup in between

SUR-DD: Route is in electrification progress , so Electric loco will itself not depart from SUR because of absence of catenary wires, if electric loco is attach also in front of it diesel loco will be given.
DD-NCB: Electrified route so no issue
NCB-NBQ: Route is under electrification progress but NBQ-RNY is electrified but but NFR will not give top up instead they will detach electric loco at Either NJP or NCB
NBQ-RNY: Island electric route so without topup electric loco can't go to NBQ from NCB as it is.
RNY-GHY: Electrification under construction so no chance of electric loco moving to GHY as it is.
IR following with 2 Loco change only since here SUR-DD shorter strech is non electrified route.
So IR will just attach an electric loco at SUR to avoid multiple loco change enroute not for End to end electric.
Technically this train following 2 Loco change enroute but traction it is switching to three times because electric loco was given from SUR and a diesel loco attached in front. So at DD , only dloco detaching and eloco is already attached in train.
Traction will : SUR-DD: Diesel , DD-NJP/NCB: Electric, NJP/NCB-GHY: Diesel
