But this problem exist in Kolkata since long, that people of Kolkata thinks it is a big town so it should have public transport throughout night, and small towns must not be having it... This thinking is totally wrong, The last train starts from or arrives Howrah say at 00:00 hrs and the first train starts or arrives after 4:00 hrs, so there is a gap of 4 hrs when there is no train movement in the station.
Now think it otherwise, the last train departed Howrah passes Kharagpur and Tatanagar at around 2:00 and 4:00 hrs respectively, the trains that left before the last train, passes at a gap of every 30 mins or so, similarly the train arriving at...

Now the conclusion is that at Kharagpur and Tatanagar, there are passing trains throughout the night, and passing trains means there will be passenger to board as well as deboard, so there has to be Public Transport throughout the night, more than that in Howrah, where you need to pay more for Ola and Uber. Busses and autos never ply in entire Kolkata at night.
But yes Kolkata is a much bigger city and must not be compared with Kharagpur Or Tatanagar, however within this example it is clear that night public transport is better in these smaller towns, Kolkata must be compared with cities like Mumbai.. I have seen Mumbai during 2010-2012, when I had to catch a train at morning 4:00 hrs from LTT, I went out of my room in Andheri East at 1:30-2:00 hrs without any tension and stopped an auto showing my hand and reached LTT within 30-40 mins. I got a local train from Navi Mumbai to Kurla at night 00:30 and reached at around 1:30 hrs, took a public BEST bus from Kurla to Andheri East, reached my room at around 2:30 hrs, today in 2022-23 we cannot think of this in Kolkata... So In terms of Public transport if we really want to do a hype we can say we have trams, we have jetties(launch), we have Govt. as well as private bus, we have autos, taxis, metro rails. But all these are actually available during rush hours. During late night ola uber with heavy charges is the only option and comparatively all small or big cities have cheaper options readily available.
