My plain & simple rule is a Shatabdi should run with atleast 13 CC & 1-2 ECC & should have atleast some amount of W/L in the next couple of days of booking...The reason being Shatabdi trains are premier most in the route they run...Take eg of 12042 NJP Shatabdi only...covering NJP-MLDT in 3 Hrs & MLDT-HWH in 5 Hrs & in the process it overtakes so many freights which are abnormallt delayed because of this train...So atleast if Shatabdi is unable to generate some basic revenue to the route then there is no point in giving priority to it..Its not like running a Shatabdi would take NFR to some elite class...There are already so many freights running which earn the basic revenue for the zone..So my sincere request is stop this Shatabdi for next couple of years.
