these quota is for defence personels only .
they get concession voucher(cv) or warrant from there offices and then go to MCU(moment control unit) on railway station from where u wants to travel.
but i think for this quota a reason is required to be given mostly this quota is for officers going on temporary duty sent by the unit to other places.

Regarding defence quota.. If he is really in defence then he must be knowing it well.. The tickets allotted for defence quota are given through MCOs available on every major stations.. The MCOs only deal with trains passing/originating/terminating there. They have quotas for certain trains only. And not all..
The procdure for booking is - you should visit the MCO with your identity card of defence services and reservation form and ask for the train in which you need the quota. If the quota for the train is available with MCO, then second thing he will check whether the seats are alloted to someone or not. Then he will put a stamp on your form that Defence quota alloted.. Thanks to all.. I shall pass on the information to the required person.
Its not only for officers, but for everyone from Defence.. They are kept till last moment solely for this purpose if some emergency arises it can be given to the desired personnel. No reasons are to be given, even personnel without CV Or Warrant or even on leave it can be obtained..
