All the passing trains non terminating trains are bound to have reversal for the crowded VSKP station. There should not be competition.

The international standard station for VSKP should be developed at suitable location so that no reversal is required for the passing trains and the location is convenient to residents at the same time. A lot of time and revenue can be saved by IR if such provision can be made in future.

कोलकाता। संसद में वित्त मंत्री अरुण जेटली द्वारा पेश आम बजट को पश्चिम बंगाल की मुख्यमंत्री ममता बनर्जी ने दिशाहीन व आंकड़ों की बाजीगरी बताया है, लेकिन हकीकत में देखें तो पिछले साल की तुलना में पश्चिम बंगाल में रेलवे परियोजनाओं के लिए करीब 70 फीसद अधिक धन आवंटित किया गया है।
यह आवंटन पिछले पांच वर्षों की तुलना में सर्वाधिक है। प्राप्त आंकड़ों के मुताबिक राज्य में विभिन्न रेलवे परियोजनाओं के लिए बजट में आगामी वित्तीय वर्ष 2017-18 के लिए कुल 6,336 करोड़ रुपये प्रस्तावित किए गए हैं, जबकि 2016-17 में यह धनराशि महज 3,820 करोड़ रुपये थी।

पता चलता है कि आगामी वित्तीय वर्ष के लिए करीब 70 फीसद अधिक राशि का प्रावधान किया गया है। खास बात यह है कि आवंटित धनराशि का प्रमुख हिस्सा कोलकाता में मेट्रो परियोजनाओं के लिए है, जिनमें से कुछ एक योजना चरणबद्ध तरीके से पूरी होने वाली है।
हालांकि मेट्रो परियोजनाओं के लिए वास्तव में कितनी राशि आवंटित की गई है, इसके लिए शुक्रवार तक का इंतजार करना होगा। इस दिन वित्त मंत्री नई मेट्रो नीति की घोषणा करेंगे जिसमें सब साफ हो जाएगा।

Didi diverted most of the funds, new trains and projects to her home state and managed IR while staying at Kolkata, busy with her hidden agenda of grabbing the WB CMs chair. Probably she still expects central govt to allocate half of the funds/projects/trains and other resources of IR to her home state!! To her budget will appear direction less because she cannot see in any direction other than the direction of WB/Kolkata.

18th zone of IR!!!) and why this special treatment is given to WB, where as the burden of Metros in other states are mainly shared by the respective state govts/municipal corporations/ private parties!! This is an injustice to other states. Even then WB CM severely criticising the budget is quite surprising, it appears more of a political act rather than reality.

In addition IR bear huge losses from Kolkata Suburban trains, a large number of short distance intercity trains with very less number of coaches running in WB (mostly intra-WB trains and operated from Kolkata). The adage crying baby gets more milk had traditionally been applicable to IR ways of working. Poor states like Chhatisgarh, Jharkhand etc which give huge profits to IR and still remain silent are normally bereft of IR bounties.

Kolkata metro was constructed in 1970s, that time there was no concept of JV/Listed PSUs. Since then it is with railways and its upto railways whether they want to keep it. And actually its services are not quite upto the mark like DMRC. The new lines of Kolkata metro are being contructed by joint contribution from state.

नई दिल्लीः केंद्र सरकार द्वारा आम बजट के जरिए ई-रेल टिकट पर लगने वाले सेवा कर (सर्विस टेक्स) को खत्म किए जाने के बावजूद ई-टिकट अब भी खिड़की से मिलने वाले टिकट से न केवल महंगा रहेगा, बल्कि कई दीगर सुविधाएं भी यात्री को नहीं मिल पाएंगी, जो खिड़की से टिकट खरीदने पर मिलती है.
8 नवंबर को नोटबंदी के फैसले के बाद सरकार ने ‘डिजिटल लेनदेन’ को बढ़ावा देने के मकसद से ऑनलाइन रेल टिकट लेने पर लगने वाले सर्विस टैक्स पर 22 नवंबर से 31 मार्च तक के लिए रोक लगा दी. आईआरसीटीसी के जरिए स्लीपर टिकट बुक कराने पर 20 रुपये और वातानुकूलित श्रेणी में 40 रुपये सर्विस टैक्स देना पड़ता था.

वित्तमंत्री अरुण जेटली द्वारा बुधवार को पेश किए गए आम बजट में किए गए प्रावधानों के जरिए ऑनलाइन टिकट कराने पर लगने वाले सर्विस टैक्स को खत्म कर दिया गया है. इस फैसले को रेल यात्रियों के लिए बड़ी राहत करार दिया जा रहा है. यहां बताना लाजिमी होगा कि खिड़की और ऑनलाइन रेल टिकट कराने पर सिर्फ सर्विस टैक्स का ही फर्क नहीं होता, बल्कि कई बैंकों को ट्रांजेक्शन चार्ज 10 रुपये भी देना होता है. वहीं खिड़की से टिकट कराने पर मिलने वाली सुविधाएं भी ऑनलाइन टिकट में नहीं मिलती हैं.
सूचना के अधिकार के कार्यकर्ता मध्यप्रदेश के नीमच जिले के निवासी चंद्रशेखर गौर ने खिड़की और ऑनलाइन टिकट की सुविधाओं में अंतर को लेकर पिछले दिनों प्रधानमंत्री कार्यालय पब्लिक ग्रीवंस के जरिए प्रधानमंत्री का ध्यान खींचा था.
उन्होंने अपने आवेदन में लिखा था कि लंबी दूरी की यात्रा के लिए 2 गाड़ियों के ऑनलाइन टिकट बनवाने पर 2 बार रिजर्वेशन फीस लगती है और टेलीस्कोपिक यात्रा का रियायती लाभ भी नहीं मिलता. वहीं खिड़की से टिकट लेने पर ऑनवार्ड (आगे की यात्रा) का प्रावधान है, इसमें 2 टिकट कराने पर एक बार ही आरक्षण शुल्क देना पड़ता है, वहीं टेलीस्कोपिक यात्रा का रियायती लाभ भी मिलता है.

Digital transaction is not being promoted by IR in true spirit, else the benefits of telescopic fares by way of onward reservation facility given in the tickets booked at Railway Reservation Counters should have been extended to Online ticket booking also.

Everything cant be paperless, for getting due authority to enter Rly premises, there must be some paper tkt shown to TEs. Because many a times I've personally seen TTEs dont check all the tkts in Resvd coaches & there is a good amt of chance that a W/L e tkt holder escapes ticket checking & he shows his SMS to TE in stn & its impossible for TE to verify whether he is a bonafide traveller or not. So system must be similar to Airports where you can enter the Terminal with etkt but need to print the boarding pass compulsorily. So everthing digital is not OK because there are many escape points where you can flee away without proper authority

"This time the legislative process of the Budget was completely done by the Finance Ministry unlike previous years. So unless the Railways gets the allotment figures from the Finance Ministry, they will not be able to make the Pink Book public," said a senior railway official.
In previous years, the Pink Book used to get uploaded onto various Railway ministry websites within three to four hours of the Railway budget, giving people a clear picture of the money allotted to projects. While there are several projects announced in a Budget, only if a project gets a substantial amount of money can passengers be sure that the ministry is serious in pursuing it, pointed out an official.
The mystery over allotment of funds for Mumbai-specific projects continued. "It is almost certain that the phase 3 of the Mumbai Urban Transport project will get substantial funds because the tenders for various projects under MUTP phase 3 will come up in a couple of months. However, only the Pink Book can give a clear idea of the money allotted,' said a top-ranking city-based Railway official.
Another official said that other projects whose foundation stones were laid by Prime Minister Narendra Modi during his visit to Mumbai in December will also receive funds earmarked. "This includes the CST-Panvel elevated corridor and the Bandra-Virar corridor," said an official. There would be a token allotment for the Rs 9356 crore Virar-Vasai-Panvel suburban corridor as well. Four to five stations of the 25 that will be taken up for station redevelopment would be from Mumbai, officials said.

It is true that a lot of poker is played with the pink book allocation of some projects. Some for genuine reason, some with mal-intention of diversion of fund to other favoured project(s) and many times due to lack of fund in the kitty of IR.

In current scenario where, growth in bulk freight offering to IR remaining very poor and actual revenue falling short of the budgeted revenue by a hefty 11%, there are every chances that many projects of previous budget may not get enough funds.

With the new budget system in force from this year, railway officials here on Wednesday struggled to get details about allocations and approval of various proposals they had forwarded to the Railway Board.
The divisional railway managers (DRMs) of both, South East Central Railway (SECR) and Central Railway could not get hold of the 'pink book', which usually has all the details about fund allotment and sanctions under every head. Gupta hailed the new accounting accrual system. "There will be now no compartmentalization and there will be synergy between highways, roads, airways and other modes of transport," he said.
Another benefit of the system is that railways will now not have to pay huge dividend to the Centre. Last year it paid Rs 9,000 crore as dividend. All the divisions had to share this liability, which is now thing of the past.
"We stand to gain as railway allocation has gone up from Rs 47,000 crore to Rs 55,000 crore, and plan outlay has also been pegged at Rs 1.31 crore from Rs 1.21 crore. Now money will also flow in under new safety fund," said Gupta.
The DRM said new policy shift envisages to generate non-fare revenues by cashing on assets like railway land and advertisements. "It is possible that trains originating from Nagpur will be branded now," he added.
Of the 700 stations to be run on solar, 37 have been identified under SECR (18) and Central Railway (19). Of the new lines (third & fourth), 600km will be under Central Railway.
SECR's senior DCM Arjun Sibal said, "We have sought funds for several works like increasing height and length of platforms, FOBs, pit lines etc, but it would be known only on February 3, how much funds we have got."
There is also sanction to install four escalators at Nagpur station and lifts at each platform. Sibal said an escalator is being installed at Gondia.

New budget system has nothing to do with availability of Rly budget documents to concerned Rly officials. This year too Railway Budget has been made by Rly officials as usual, the only change in the new system is RM does not spell out Rly Budget details in the parliament and there is no separate discussion/passing of Rly budget. The Rly budget shall be automatically passed once the general budget is passed.

Some of the financial benefits to IR in this year's budget:
(1) Budgetary allocation has gone up from 47000 Cr to 55000 Cr i.e. extra Rs 8000 Cr
(2) No need to pay dividend i.e benefit of about Rs 10000 Cr
(3) About newly announced safety fund of 1lac Crore Rs (Fin Minisry share 25000 crore) in 5 yrs, picture is not clear. Whether there will be separate provision or it is included in Rs 55000 Cr?

की है। हालांकि इसमें से जोन के लिए कितना बजट स्वीकृत हुआ यह अभी स्पष्ट नहीं हो पाया है। 2 जनवरी की शाम तक पिंक बुक जारी होने के बाद पूरी जानकारी मिलेगी। रेल मंत्रालय ने बजट से पहले स्थिति स्पष्ट कर दी थी कि इस बार नई ट्रेन या बड़ी सौगातों की उम्मीद नहीं है। पूरा फोकस संरक्षा पर होगा। संकेत के अनुरूप वित्त मंत्री अरुण जेटली ने भारतीय रेलवे के लिए एक लाख 31 हजार करोड़ रुपए के राजस्व का आवंटन किया है। इस बजट से हर जोन योजनाओं व नए कार्यों को पूरा करेगा। दक्षिण पूर्व मध्य रेलवे जोन का मुख्यालय छत्तीसगढ़ में हैं। नई लाइन बिछाने से लेकर कई ऐसी परियोजनाएं हैं, जो फंड के अभाव या तो शुरू नहीं हो पाई या अधूरी अटक गईं। उम्मीद से ज्यादा बजट मिलने से अब इन परियोजनाओं की गति मिलने की संभावना है। जोन में अकेले छत्तीसगढ़ के लिए इतना भारी भरकम बजट स्वीकृत होने से गदगद है। हालांकि चिंताएं भी बढ़ गई हैं। क्योंकि अब इन परियोजनाओं को पूरा करने के लिए उन्हें ऐडी चोटी एक करनी होगी।

All rail budget news today are highly unreliable. Just to assuage people, state wise allocation is given. In reality isn't it zone-wise allocation? Like if state wise, then KA has 5 zones, how will they be split it?

Elementary knowledge of Hindi as well geography is required to interpret this news report. Only maths knowledge won't suffice.
As per report, INR 3676 Cr is only for CG while in the previous year INR 4200 Cr was for entire SECR which coveres vast portions of 4 states CG, MP, Odisha, MH. If we equally distribute 4200 Cr in 4 states, it comes to be 1050 cr per state. Now one can tell easily 3676 is more or 1050 is more.

Rajasthan under North Western Railway (NWR) has re ceived 26% higher budgetary allocation in the Budget announced on Wednesday compared to last year. This has encouraged officials who are now optimistic to complete all ongoing and new projects for the modernization of the railways in the NWR division.
This is probably the highest growth in the budgetary allocation given for railways in state in the country.

Rajasthan has immense potential in both circuits due to the presence of religious sites and tourist attractions. The route and name of these trains will be announced shortly," said Anil Singhal, general manager, NWR. Upbeat over the higher budge tary allocation, Tarun Jain, chief public relations officer (CPRO) told media in a press conference that the allocation would accelerate the work under new line, gauge conversion, doubling and manning of railway crossings.
Jain informed that one of the prime objectives of the Budget was safety. "Other than the budgetary allocation, NWR like other 15 divisions to get additional grant for strengthening safety mechanism," said Jain.
The funds allocated for NWR in 2015-16 was Rs 874 crore and shot up to Rs 1,405 crores in 2016-17. "The actual figures of budget 2017-18 will be shared once the print version of Budget reaches to us by February 3," said Jain. The NWR has also announced the performance of NWR of the current financial year from April 1 till December 2016.
The report said that accidents have reduced by 72.7% while the division has maintained 95% of arrivals and departures on time. The officials have claimed that NWR ranked in 4th in terms of on time performance.
The NWR has made a small growth in the revenue generation in passenger load by registering a growth of 4% till December. The revenue generation in goods category is behind 10% from the previous year.
"The total earning made by railways was Rs 5017.66 crores. It includes Rs 1435 crores while in goods it is Rs 3298 crores," said Jain, who is hoping that earnings from the goods will register growth by the end of March.

Allocation made last year to NWR was hopelessly low as compared to other zones. Even after impressive increase of 26% this year, the figure of 1405 crores is very less considering the size of NWR network. Since NWR mainly serves Rajasthan, a BJP ruled state, such negligence is surprising.
This is in stark contrast from previous regimes where opposition ruled states were targeted by central govt. This is a clear indication that funds are mostly allocated based on the requirements of IR and not on political considerations.
