Kolkata: The Railways has sent a letter to the West Bengal government stating that from now on the state has to take responsibilities for all ongoing and upcoming projects of the suburban system as well as Metro Railway.
According to a highly-placed source at the state secretariat Nabanna, the letter addressed to the Chief Secretary, the Transport Secretary and the Urban Development Secretary, was sent last week from the Railways Works Planning Directorate.
It stated that the Railways, in the last few years had incurred losses of around to Rs 15,000 crore due
to delay in projects including Metro Rail projects, which were either delayed or stalled because of various hindrances.
In the letter, the Railways has asked the state government to take responsibilities about removal and rehabilitation of encroaches on its land, feasibility study of any proposed project and so on, the officer said.
It has also proposed the state can utilise funds meant for urban transport projects or can levy different forms of taxes and development fees to releasing project costs, he said.
Incidentally, a couple of months back the Centre had verbally given similar proposals to the state government, which the latter had dismissed, the officer added.

It is a right step, and should have been taken much earlier.
Just like other metro cities, WB Govt too take charge of/ financially participate in the Metro and suburban train operation. State Govt is major beneficiary of the economic activities discharged by the Kolkata Metro suburban commuters and the tax/duties paid by them/ their business/ their employers. Hence state govt must come forward to share its responsibility instead of asking funds from centre to subsidise it.
Why should poor passengers/citizens of other poorer states bear the brunt of this subsidy
given to relatively richer Kolkata populace?
Kolkata Metro is the only metro train running on heavy subsidy born by IR, rest are all joint ventures of State Govt/IR/PPP ventures.
Declaration of Kolkata as 17th zone of IR is height of political expediency which bleed IR to the tune of INR 1000 crores every year & injustice to rest of the states of India.

Thiruvananthapuram, Dec 26 () As part of its programme to upgrade facilities for rail users, Railways Minister Suresh Prabhu said here today that 200 more stations and some additional trains would be provided with Wi-Fi in 2017.
Dedicating six Wi-Fi facilities to rail users at Kannur, Ernakulam and Kollam at a function here, he said 100 stations had been fitted with Wi-Fi this year and the target was to double this number in 2017.
"More trains will also would be provided with Wi-Fi next year," he said.

The Minister said steps were also on to construct escalators in stations, he said.
Welcoming the Kerala government's decision to sign a Joint Venture with Railways for development projects in the state, he said that as partners, the railways would be developed in the state.
"The Centre and state will have equity in the venture and funds for the projects will be raised through market borrowings with the consent of the state government," he said.
The resources spent under the JV would be in addition to funds earmarked in the Railway budget, he added.
Stating that investment in railway infrastructure can bring development to its optimum level in Kerala, Prabhu said he had asked some banks to prepare a business plan for the state.
Prabhu admitted that there was a lack of railway investment in Kerala and said the NDA government's move was to reverse that trend.
Referring to remittances to the state from Non-Resident Keralites, he said even they could invest in railway projects.
"They can develop a railway station", he said, adding that the key objective was to join hands for development.
The Railways was also looking out for resources other than its normal revenue.
They were also looking into the possibility of coverting its hospitals as medical college hospitals, he said.
Chief Minister Pinrayi Vijayan and G Sudhakaran, PWD Minister and in charge of Railways were among those present.

MUMBAI: In sleepy hamlets, fishing villages and traditional gaothans in Bhayander and Vasai-Virar on the outskirts of Mumbai, a wave of resentment is spreading among local residents.
The trigger for the resentment is the draft regional plan issued by the Mumbai Metropolitan Region Development Authority (MMRDA), which envisages urbanisation in no-development zones, hazardous industries in green zone belts and multi-storey buildings around traditional gaothan villages. The total investment is a whopping Rs 1.14 lakh crore for road, rail and infrastructure projects over the next two decades.
With barely three weeks remaining for submitting
their objections and suggestions to the authority, locals said the draft plan will have “serious’’ repercussions on their region, which provides flowers, fruits and vegetables to Mumbai.
The MMR region extends over an area of 4,311 sq km and covers entire Mumbai and parts of Thane, Palghar and Raigad districts. Areas include Vasai-Virar, Karjat, Khopoli, Ulhasnagar, Kulgaon-Badlapur, Uran and Navi Mumbai, with a population of around 22 million.
The draft plan (2016-2036) was published by MMRDA last September, but most residents remained clueless about it until now.
Since last month, over a dozen protest rallies have been held organized by local civic groups. Last week, around 3,000 residents gathered for a meeting held in the vast complex of a 400-year-old Portuguese church in Uttan, Bhayander.
Samir Vartak, a former zilla parishad member, said 13,000 objection forms were distributed to villagers in the last one month. “The locals are still not aware about the proposed development,’’ he said.
Tony Dabre, ex-sarpanch of Vagholi village, said, “People are angry. The government is trying to impose a plan the locals don’t want.’’ Environmental activist from Vasai, Father Francis D’Britto recently formed an environment protection committee to counter the new plan.
According to the draft plan, industrial development will be allowed on land parcels of 10 hectares (25 acres) or above in green zone I. Moreover, buildings 15 metres tall (about three to four floors) will be allowed in such zones.
A buffer zone of just 30 metres has been proposed from the edge of forest zones and water bodies.
Buildings with “low heights’’ will be permitted in the Matheran foothills area, which has been earmarked as an “institutional zone’’.
“The Matheran hills are encircled with the proposed multi-modal corridor connecting Virar to Alibag and the Central Railway line. In order to maintain a buffer between the hills and the encircling transport network, institutional zone is proposed with low-rise development and large-scale developments which will not require further road networks,’’ said the report.
In gaothans which have bungalows and one-storeyed houses in narrow lanes, the MMRDA has proposed a height of 24m (about seven floors) as part of its Gaothan Expansion Scheme. Such structures will be permitted 200m from the boundary of the gaothans. Four growth centres have been identified across the region to create employment opportunities in the tertiary sector. These are pockets of 5 to 13 sq km each in Vasai, Bhiwandi, Kalyan and Panvel tehsils.
In all, the new plan has earmarked an area of 1070.08 sq km as “urbanisable zone’’.
“To attract industrial development, industries are proposed to be freely permitted in the Urbanisable Zone and Green Zone. Seven pockets of land are identified in Virar, Bhiwandi, Taloja, Khalapur, on both sides of Amba River, and Khopta for industrial development. These pockets total an area of 78.06 sq km,’’ said the draft report.

Looks like an environmentally sensitive issue.
It is seen that the authorities many times turn blind eye to the environmental degradation due to a developmental projects like new factory/residential/commercial/road/railwayline.
On the other hand there are many organisations (often with vsted interests) alway oppose any development tooth and nail and at the same time want aid/help from govt.
Country needs development
for the well being & prosperity of citizens. A Right balance have to be struck so that the development happens either without any environment damage or with a provision to nullify the suspected environmental degradation through mitigative measures like growing trees in lieu of uprooted ones.

NEW DELHI: Railways has given more than 8000 acres of vacant land for farming purpose under grow more food scheme.
The vacant railway land is given on license to railway employees working in Group 'C' and 'D' category under Grow More Food (GMF) scheme, said a senior Railway Ministry official.
According to railway policy, licensing of railway land to private parties for the purposes not connected with railway working is not permitted.

There are about 930.75 hectares of railway land which is currently encroached upon including over 206 hectares of land is under illegal occupation in Northern Railway zone alone.
To outwit land encroachers, the Railways is now planning to lay new tracks on the extreme ends of existing lines. This would effectively deal with the problem of land encroachment, a politically-sensitive issue in the country.
The construction of additional railway lines will be in Assam, Jharkhand, Odisha, Maharashtra, Madhya Pradesh, Uttar Pradesh, Telangana, Andhra Pradesh and Chhattisgarh.
Recently, the government announced projects worth Rs 24,000 crore comprising laying of new railway lines at various sections of the country's railway network spanning thousands of kilometres.
Railways has recently undertaken digitisation of records related to vacant plots owned by it across the country.
Land which is not required for operational purposes in the foreseeable future is being identified by all railways zones as vacant land, said a senior Railway Ministry official.
Railways has approximately 43,000 hectares of vacant land which can be exploited commercially.
Besides, a web based application called Land Management Module integrated with Track Management System (TMS) Railways, has been developed, he added.
A pilot project of GIS mapping of railway network and land parcel has already been started on Delhi division of the Northern Railway.
After its successful implementation, the exercises will be extended to the entire Indian Railway network.
Railways require land for laying of tracks, construction of yards, station buildings, platforms, setting up of workshops, repair and maintenance facilities and housing colonies for its staff. Land is also licensed for commercial purposes.

Mumbai: A flying squad of Western Railway (WR) found 28 students travelling ticketless in the Kota-bound Rajdhani Express train, following which they collected a fine of Rs 1.54 lakh from them, a senior official said today.
The incident took place on December 16, when the WR Chief Commercial Manager’s Churchgate flying squad was checking tickets of passengers of August Kranti Rajdhani Express (train no 12953) that runs between Mumbai Central and Kota.
“During the check, it was found that there was a group of 256 persons, comprising 239 students, along with teachers and
other staff travelling by this train. The squad also found their group leader in 3 AC,” an officer said.
“After checking their tickets, total 28 students from the group were found travelling without ticket, following which they were asked to pay fine as per the prescribed rule. Accordingly, Rs 1,54,560 was realised as fine from them,” the officer said.
A statement issued by WR said, the squad also ambushed Surya Nagari Express (train no 12479) from Vapi to Bandra Terminus on December 19. “138 cases of irregular travel were detected and Rs 48,750 were collected as railway dues.”
The WR conducted regular checks in November, wherein over 1.98 lakh cases of ticketless or irregular travel including unbooked luggage were detected, resulting in recovery of Rs 8.78 crore.

India and Japan have finally agreed on a fully-elevated bullet train corridor between Mumbai and Ahmedabad. However, Japanese experts are also exploring the feasibility of constructing the corridor underground as proposed by the Indian Railways. Senior railway officials said this will rid land acquisition by 50 per cent thought the project cost would go up by nearly Rs10,000 crore.
Sources said Japan is keen on constructing the corridor on the surface as it would be cheaper. However, given the inordinate delay in several projects due to land acquisition and subsequent legal hurdles, the Japanese government is keeping both options open.
The Japanese government will be bearing 80 per cent of the total project cost and the increase in cost estimate has to be borne by both India and Japan. The actual work on the project is scheduled to begin next year after signing of the loan agreement between Indian Railways and Japan International Cooperation Agency (JICA).
The agreement is likely to be signed early 2017. Railway minister Suresh Prabhu has said that the bullet train will start in 2023 but if the Indian and Japanese governments agree to the idea of an elevated corridor, the deadline can also be advanced.

The Detailed Project Report (DPR) submitted to the government has proposed 25 per cent elevated corridor, 64 per cent surface corridor and six per cent underground corridor. This includes the 21-km underwater tunnel between Thane creek and Virar in Mumbai.
"India and Japan have agreed on changing the design. The DPR will be modified accordingly. Construction of an elevated or underground corridor will be costlier but the government will save on the cost of land acquisition," said a senior railway official.
"Constructing the elevated corridor will save the government the hassles of land acquisition that can delay the project. An elevated corridor will be financially more viable as compared to the compensation amount to be given to land owners," he added.
"Also, it will ensure speedy execution of the project. However, this may result in cost overrun. At present, the project is estimated to cost Rs97,636 crore, but with modifications in design, it may go up to Rs1.08 lakh crore," the official further said.
DREAM PROJECTOfficials said that since the bullet train corridor is the dream project of Narendra Modi, the government wants to ensure that it does not get stuck in environmental and legal tangles.
Already more than 400 railway projects have been stuck in land acquisition rows and consequent delay in construction work. This, according to a CAG report of 2015, has resulted in cost overrun of Rs1.07 lakh crore.
The Railways faced major hurdles in acquiring land for its ambitious dedicated freight corridors that will significantly decongest the railway network and increase the speed of passenger trains.
