If they are allotted same berth, then automatically the partner can continue his/her journey in that.

This is a big loophole in the sense when one is confident that after chart preparation tkt will be under RAC if passenger is traveling alone he could book one dummy ticket in the name of Child (so less money is blocked) & after chart preparation he will get FULL berth. In the mean time he can cancel the dummy ticket with minimum cancellation charge

Not turning up without the TTE being aware of no-show is different from cancellation. My understanding is that if you book two RAC seats under same PNR with common berth and later one person does not turn up but TTE does NOT know this, you will obviously get the whole berth in practice.
However if you cancel or TTE becomes aware, than the first-in-line WL ticket holder (if any) will be alloted the now-vacant half-berth so as to become RAC in substitution of the no-show / cancellation.

No way TTE can allot RAC to any one he can allot confirm berth only.
@Gaurav Sharma you may be aware that in case of RAC TTE of the allotted coach allot the vacant berth so if TTE is for B1-B3 another in B-4-B 6 RAC 10 is in B1 & if their is vacant berth TTE will alllot him, however if RAC 1 is in B4-B6 & if their r no vacant berth RAC1 will remain under RAC So "REAL INDIAN" came up with Legitimate/lawful REAL SOLUTION

There is a risk. Even after you are booking two tickets, you may not get same seat for the same tkt. Some times one person will get seat 39 and the other person 47. (if both persons get same 39, your theory works, but allotment is not in our hand). How do you manage this situation? In this case another stranger will enjoy the benefit on your effort :)

Some TTEs are selling tickets to the W/L passengers who gave money without allocating the seat to the RAC passengers.

Trip Report:
On 7 April i came to know due to some urgent personal work i had to travel to LJN latest by 8 April from Mumbai along with my 7 year old son .As i was aware that i will not get ticket for LJN directly i decided to go via JHS.After some research done by my brother booked the ticket by 11104-BDTS_JHS in 3AC in the evening of 7.I got WL-27/2.,28/3.At the most i was thinking that i would be lucky if my ticket would be in RAC.IR sometimes throw pleasant surprise when i came to know that both the tickets were confirmed.I booked the ticket in SL for onward journey from JHS_LJN by 12107 for 9th April i got RL WL 76/52.RLWL77/53.The idea was that after reaching JHS i will go to my relative

home & would catch the train after 3 hours i.e. 9:30 AM.
I was surprise to know that my ticket was not confirmed & i booked the ticket by 01683 BPL_LJN in SL where more than 300 berths were available.
The positive side of non confirmation of my ticket by 12107 was that me &my son was able to visit JHS fort & museum.
After having my lunch i rushed to JHS station whose schedule departure was 14:10.I inquired at the enquiry counter where i came to know that train was running 45 mins late.I reached the designated platform where Jhelum,Punjab Mail came & went.I was under the impression that after Punjab Mail my train will come but their was no sign of train.I called my brother to find out what is the exact location of 01683 & to my utter dismay i came to know that it had crossed Lalitpur at 14:30.
My son was getting restless i purchased Biscuits & Cold drink. The cream biscuit MRP was Rs 20 vendor demanded Rs 25.when i confronted him he gave the reply "Britannia ka he 20 wala yeh lelejiye priya Gold Ka".I requested him to charge MRP only when he did not pay attention to my request i replied him "accha de do"& i started looking for the IRCTC helpline number which was printed on the board. To my utter surprise he gave the biscuit at Rs 20 on MRP.
Train arrived at 16:30 & it ran like passenger till LJN.The train was detained at almost all the station & at kalpi it was standing still for one hour for crossing. As a passenger my pride was hurt when goods train was allowed to pass by detaining MY train.
At Kalpi one vendor took the opportunity & start selling garam garam small vada with the claim that it was best vada.I decided to try & to my pleasant surprise i had never tested such a tasty vada.I & my son really enjoyed the vada.
At one small station we were just looking at the different varieties of birds which we city dwellers hardly see.One scene was really amazing around 40-50 small birds came out from the bushes(jhadis) & flyied till the nearby trees which was hardly 15 mts away & again after few seconds flying back to same bushes. This went on for 10-15 times.I was really thrilled to discover that strange behavior of the birds. We really enjoyed this visual delight.
My journey was completed when train reached LJN at 12:00 AM.01683 .01683 was now 01684 as passengers were boarding after we alighted. This train had same rake as that of BPL-PBH Express. My feeling was that train was purposely detained at many stations so that train can start its journey immediately after reaching LJN.

Citing safety reasons, railways has decided to remove curtains put on pathways of all air- conditioned three-tier (3 AC) coaches of trains. However, the curtains from windows of 3 AC coaches will continue, officials said.
Decision to remove curtains was taken
...

on recommendation of Commissioner of Railways Safety (CoRS) following its enquiry into causes of last year's fire in Bangalore-Nanded Express train, that left at least 26 people in Andhra Pradesh.
"Railway Board had on March 12 decided to remove all curtains put on pathways of 3 AC coaches. All zonal railways have been instructed to remove them," a senior Railway Ministry official said.
The zonal railways will remove the curtains as and when a train undergoes general maintenance works, he said.
Though the curtains were made of fire-retardant material, but considering CoRS recommendation, the board has decided to remove them, the official said.
A major fire had ripped through a third AC coach of the Bangalore-Nanded Express train, killing 26 people, including two children, in sleep and injuring 13 others in the wee hours of December 28, last year in Anantpur district of Andhra Pradesh.
In order to further improve fire safety mechanism in rolling stocks, railways has called a two-day international conference from April 24-25 on fire safety technologies here. Participants from Germany, France, Italy, the US and the UK will be attending the conference, he said.
The railways had in 2009 decided to put curtains in aisles of all air conditioned three-tier coaches, in order to give more privacy to passengers.
Earlier railways has taken back some of its decisions-- extra side middle berth in sleeper train coaches and use of 'kulhar' (earthen pots) after it received flak from travellers.
In order to accommodate more passengers, former Railway Minister Lalu Prasad had in 2008 approved "high capacity coaches" with extra side middle berth seats for sleeper class. The facility was later extended for third AC coaches.
The high capacity sleeper coaches had 81 seats as against 72 in then (and now) existing sleeper class coaches. Whereas, modified third AC coaches had 72 seats as against 64 in then (and now) existing 3A class.
The project had to be rolled back in 2009 after passengers complained of inconvenience due to the restricted sitting and sleeping space, the official said.
Similarly, Lalu's pet project of introducing 'Kulhars' by removing plastic cups also did not get many takers.
Lalu had in July 2004 introduced 'kulhars' which slowly vanished from trains and platforms. However, there is no ban on selling beverages like tea and coffee in 'Kulhars', the railway ministry official explained.
