KOLHAPUR: The century-old Kolhapur railway terminus needs to be upgraded and redeveloped to meet the needs of the growing industry and passenger traffic, feel industrialists, who have come together to push for a makeover of the iconic station before it completes 125 years in June 2016.
...

Visionary leader Chhatrapati Shahu Maharaj spent his money to build the station for the benefit of the locals. The city's three major commercial hubs came up around the Rajarshi Chhatrapati Shahu Terminus over the years and have contributed towards its development. With the change of guard in the state and central governments, locals industrialists and elected representatives have put together their demands for an overhaul of the railway station and services.
Various industrial organizations are demanding addition of a rail track and trains, providing more space for goods transport, construction of a foot-over-bridge and additional reservation counter at the station. Similar demands made in the past have received poor response.
Chairman of Shiroli Manufacturers' Association of Kolhapur Surendra Jain said the region is a major hub of foundry business and production of yarn and cloths. Technical experts, scientists, senior officers regularly visit the Kagal MIDC that has some international companies.
Kolhapur district is known for the production of high quality sugar and houses 5-6 national award winning sugar factories. The Kolhapur district on an average produces eight lakh tonne sugar during every season (November to April). The Kolhapur railway station earns Rs 150 crore every month from transport of sugar to other parts of the country. In addition, the district is known for the cultivation of exotic flowers that have demand across the country.
"Kolhapur district is known for high quality production of jaggery, exotic flowers and the foundry industry. If the railway station is redeveloped to create more capacity and additional tracks, the business interactions will increase and eventually, it will benefit Kolhapur," said Jain.
A delegation of industrialists from Kolhapur and elected representatives is likely to present their demands to the state government after the BJP leadership passes the vote of confidence in the state assembly.
Member of Parliament Dhananjay Mahadik said religious, heritage and ecological tourism are the three major sectors in Kolhapur district, which are still underutilized. Most of the tourists take the road route to visit Kolhapur, which increases the load on the four-lane highway connecting major cities with Kolhapur.
"The road travel cannot match the comfort of a train journey. I am keen on better daily train service between Pune-Kolhapur and Mumbai-Kolhapur, which will help passengers to visit the city and return on the same day," Mahadik said.
At present, two trains - Mumbai-Mahalaxmi Express and Sahyadri Express - leave Kolhapur for Mumbai every night. At least 1,500 people from the city and other parts of the district board the train from Kolhapur. The number of the passengers increases during the festive season. There is no convenient train service between Kolhapur and Mumbai and Pune during the day.
Chairman of the Railway Passengers Association Shivnath Biyani said, "There is an urgent need to introduce more trains on the Kolhapur-Solapur route because of the growing demand. Along with the devotees, the number of travellers on the route for business has also increased. A daytime train journey will be safer and more comfortable."
He suggested the Kohapur-Tirupati Express (Haripriya Express) can be routed through Pandharpur to accommodate devotees travelling to the holy town.
Gaurav Jha, senior divisional commercial manager of Central Railway, Pune division, said, "The Central Railway has received several demands from the passenger forums as well as from the industries in Kolhapur district. We will take up the issue with the senior authorities because the funds would come from the union ministry."
Considering the touch of history that the station's old building brings to memory, historians feel redevelopment should be done keeping in mind the pre-1900s structure.
City historian Indrajit Sawant said, "The Kolhapur railway station is one of the few from the British era and we must try to maintain the structure. The additional building constructed fifteen years ago has damaged the aesthetic beauty of the structure. The redevelopment demand should talk about protecting the old-style structure of the station."

Madgaon (MAQ): Asserting that passenger train operation on Konkan railway is posing a danger to the public using the service in view of the derailment of the goods trains earlier this month, the Commissioner of Railway Safety (CRS) has told the Konkan Railway Corporation to get the entire Konkan...

railway route tested with Ultrasound Flaw Detectors (USFD) by trained departmental USFD operators.
The CRS has further issued strict directions to the Konkan railway to impose speed restrictions of 75 kmph on the entire KR route till USFD testing of entire KR route is completed by departmental USDF operator having valid RDSO’s certificate and after removing all defective rails and safety certificate is jointly signed by officials before submitting the same to the Commission.
The CRS has further recommended introduction of round-the-clock patrolling on the pattern of cold weather patrolling along the entire length of the Konkan railway.
While calling for safety precautions at tunnels, bridges, tunnels, bridge approaches and high embankments, the SRS has told the KR to set up a high-level Director-level committee to address all issues of safety. “It was a matter of chance that the train which derailed on rail fracture was a goods train. It would have been a disaster if a passenger train had met with an accident,” the report said.
The CRS said that the USFD operator of the firm engaged by the KRC was not having knowledge of USFD manual, adding, “it appears that they had not taken formal training in USFD testing of rails and welds as per stipulation of manual.”
The CRS noted that KRC officials were simply signing USDF testing report without doing test check and verifying factual position on reports submitted by the agency. “As USFD testing has been outsourced, engineering officials and officers are not showing concern about proper USFD testing/test check manual which has resulted in the accident.
“USFD testing of rail, which fractured was done on May 8, 2014. During testing, one defect was found in the rail, which fractured in the October 7 accident. Both defects noticed in the rail, which fractured were detectable during USFD testing on May 8. Due to lack of knowledge and incompetency of USFD operators, these defects were not detected in USFD testing on May 8,” the CRS report said.
Following the development, the Konkan railway employees Union has demanded that the KR management take the issue of passenger railway safety seriously. Union president, Subhash Malgi told the media that the Chairman cum Managing Director B P Tayal cannot escape the responsibility of safety in view of the report submitted by the Commissioner of Railway Safety.
