दरवर्षी लोकल गाड्यांच्या वेळापत्रकात बदल करण्यात येत असला, तरी दुपारी साडेतीनच्या सुमारास ठाण्याला जाणाऱ्या लोकल गाडीच्या वेळेत विशेष बदल केला जात नाही... त्याचे मुख्य कारण म्हणजे मुंबईहून ठाण्याला १६ एप्रिल १८५३ रोजी सोडण्यात आलेल्या पहिल्या रेल्वे गाडीची आठवण जतन करण्याचा हा प्रयत्न आहे...
देशातच नव्हे, तर आशियात पहिली रेल्वे गाडी सुरू करणाऱ्या मध्य रेल्वे म्हणजे पूर्वीची ग्रेट इंडियन पेनिन्सुला रेल्वेविषयी (जीआयपीआर) तसेच रेल्वे स्टेशनांची उभारणीबाबत अशी रंजक माहिती​ आपणास हवी असेल, तर राजेंद्र आकलेकर यांचे 'हॉल्ट स्टेशन इंडियाः दि ड्रॅमॅटिक टेल ऑफ दि नॅशन्स फर्स्ट रेललाइन्स' हे पुस्तक वाचायलाच हवे. लेखकाने रेल्वे मुख्यालयातून अनेक दस्तावेज मिळवून तसेच मुंबई ते ठाणे रेल्वेमार्गातून चालत जाऊन काही ऐतिहासिक खाणाखुणा शोधल्या आहेत व त्या आधारे या पुस्तकाचे लेखन केले आहे.
भारतात कार्यक्षमरीत्या प्रशासन करता यावे या हेतूने रेल्वे सुरू करण्याचा निर्णय ब्रिटिश सरकारने १४ नोव्हेंबर १८४९ रोजी घेतला. जेम्स जॉन बर्कले या अवघ्या ३० वर्षाच्या ब्रि​टिश इंजिनीअरवर रेल्वे प्रत्यक्षात साकारण्याची जबाबदारी सोपविण्यात आली. बर्कले नवीन जबाबदारी स्वीकारण्यासाठी ७ फेब्रुवारी १८५० रोजी भारतात आले. कोणत्या गेजचा रेल्वेमार्ग बांधायचा... ब्रिटन प्रमाणे चार फुटी की इतरत्र असलेल्या सात फूट एक इंची रुंदीचा... या वादातून भूसंपादन, भूस्तर इत्यादींचा विचार करून मुंबई-ठाणे मार्गासाठी साडेपाच फूट रुंदीचा पर्याय त्यावेळचे गर्व्हनर लॉर्ड डलहौसी यांनी स्वीकारला.
रेल्वेमार्गाचे भूमिपूजन ऑक्टोबर १८५१मध्ये करण्यात आले. फॅव्हिल अँड फॉवलर या ब्रिटिश कंपनीस कंत्राट देण्यात आले. हा मार्ग पूर्ण होत असतानाच इंग्लंडहून आणलेल्या वाफेच्या पहिल्या इंजिनची चाचणी १८ नोव्हेंबर १८५२ रोजी घेण्यात आली आणि १६ एप्रिल १८५३ रोजी पहिली गाडी मुंबई ते ठाणे मार्गावर धावण्यासाठी सज्ज झाली. या पहिल्या ऐतिहासिक रेल्वे प्रवासाचे वर्णनही पुस्तकात आहे. त्यावेळचे गव्हर्नर फॉकलंडसमवेत त्यांची पत्नी व त्यांच्या सोबत ४०० निमंत्रित या गाडीत होते. या १४ डब्यांच्या गाडीला तीन इंजिने जोडण्यात आली होती. या इंजिनांची नावे होती सिंध, सुलतान आणि साहिब. मुंबईहून दुपारी ३.३५च्या मुहूर्तावर पहिली गाडी सुटली, त्यावेळी २१ तोफांची सलामी देण्यात आली. गाडीने मुंबई सोडले आणि पहिला स्टॉप सायनला इंजिनमध्ये पाणी भरण्यासाठी घेतला. ५७ मिनिटांत हा मुंबई-ठाणे ३४ कि.मी.चा प्रवास गाडीने पूर्ण केला.
अशाप्रकारे आशियातील पहिली रेल्वेगाडी सुरू झाली. या रेल्वेप्रवासाबद्दल सर्वसामान्य जनतेत फार मोठी उत्सुकता होती. रेल्वे मार्गाचा 'लोखंडी मार्ग' म्हणून उल्लेख ते करीत असत. सर्वसामान्यांमध्ये अनेक अफवाही पसरलेल्या होत्या. रेल्वेने प्रवास केला तर आयुष्य कमी होते, कारण रेल्वेगाडी जलद धावते. एका ठिकाणाहून दुसऱ्या ठिकाणी झटपट पोचता येत असल्याने त्याचा परिणाम आपले आयुष्य व वय कमी होण्यावर होतो. इंजिनला शक्ती मिळण्यासाठी स्लीपर्सखाली लहान मुलांना आणि तरुण जोडप्यांना पुरण्यात आलेले आहे... वगैरे वगैरे..
सीएसटीचे सविस्तर वर्णन या पुस्तकात आहे, शिवाय या मार्गावर प्रत्येक स्टेशन कसे उभारण्यात आले व त्यांपैकी काही स्टेशनांचे नामांतर करण्यासाठी महिकावतीच्या बखरीचाही वापर कसा करण्यात आला, यासंबंधी माहितीही त्यांनी दिलेली आहे. रेल्वे प्रवाशांनी संग्रही ठेवण्यासारखे हे पुस्तक आहे.

From an earlier estimate of around Rs 62,000 crore, the concept note’s figures seem to have jumped to Rs 70,000 crore at 2014 prices. The interim report estimates 40,000 people will use the corridor daily by 2023. After the commissioning of the works, it will take around eight years for the first bullet train to hit the tracks.
The project estimate got a reality check after Finance Ministry, in its response to the concept note, highlighted that the estimate of Rs 70,000 crore did not factor in cost escalation and tax to be paid to the government.
The Ministry has now asked Railways for a copy of Japan’s interim report to study it further. Railways, in turn, has asked the Japanese team to give detailed estimates based on multiple technological options available to see if using any particular technology would lead to a significant variation in prices. The final report is expected in June.
The note says “discussions indicate” Japan International Cooperation Agency might agree to fund 85 per cent of the project in which construction and procurement cost alone is around Rs 49,504 crore. Other major expenditure heads are Consulting Service Cost (Rs 2,190 crore); land acquisition (Rs 10,248 crore); a contingency fund (Rs 3,334 crore) and the implementing agency’s management fee (Rs 4,700 crore).
The project may also bleed India’s coffers as its rate of return is projected to be only around 3-4 per cent. Railways considers a project economically viable if it has a rate of return of at least 14 per cent. But Railways said the bullet train’s “economic rate of return”—its contribution to the economy by the virtue of saving manhours and connecting two major cities—would be upwards of 11 per cent.
The concept note is a precursor to handing over the the job of the project’s implementation to Rail Vikas Nigam Limited (RVNL) and its subsidiary, High Speed Rail Corporation (HSRC). Railways has argued that the job be given to RVNL as opposed to creating a new entity for this project.
The Cabinet will decide if the job can be given to RVNL on a nomination basis; a cabinet note will be moved after evaluating response from other ministries. RVNL would require a fresh mandate from the Cabinet since its original mandate was to take up “viable and bankable” projects along the Golden Quadrilateral.
A section of the ministry has also been in favour of assessing multiple available options before zeroing in on an agency. An earlier Rail budget had said a High Speed Rail Authority would be created for this. Another Rail PSU, IRCON had last year sent a letter to Railway Ministry seeking to be considered for the job. The HSRC’s formation did not have the vetting of the Railway Ministry’s Finance directorate, but sources said Railways has internally resolved that issue.

Nathwani, in a letter written to Railway Minister Suresh Prabhu, has also requested for construction of an under passage for the movement of lions in Amreli.
The barbed wire fencing on a 30-km stretch near the railway track in Amreli is required to save the lives of Asiatic lions, he said in the letter.
The Gir national park and wildlife sanctuary in western Gujarat is the only habitat for Asiatic lions.
Notably, three Asiatic lion cubs were crushed to death under a goods train near Pipavav station in Amreli last week.
The accident had occurred when a lioness and three cubs were crossing the railway track near Rampara village close to Pipavav as the train was going to Surendranagar, Nathwani mentioned in his letter.
He also cited some earlier mishaps in which two lionesses were run over by a goods train near Pipavav in January 2014, a lion was mowed down by a train near Savarkundla in February last year and a cub was crushed to death by a goods train near Bherai at Rajula in May.
Nathwani said that the Western Railway officials had earlier assured that the speed of trains near Gir forest in Amreli would be reduced but it has not happened leading to accidents involving the Asiatic lions.
Nathwani requested Prabhu to also consider the demand of not running goods trains during morning and evening hours when there is more movement of lions on rail track in Amreli.
He also demanded that training be imparted to more train drivers to sensitise them about lions, on why the big cats need to be protected and what can they (drivers) can do to ensure the safety of animals, if found on tracks.
The lion population has steadily increased in Gir forest, more than doubling from a low of 180 in 1974 to 411 big cats as of April 2010, sources said.
Nearly 100-150 lions have permanently settled in the coastal areas around Rajula and Jafrabad towns of Amreli.

Shri R. K. Gupta, General Manager, Eastern Railway inaugurated a Philatelic Exhibition o­n Railways at Victoria Memorial Hall today (10.4.2015) to mark the commencement of Eastern Railway’s week-long celebration of 60th Railway Week (April 10 – 16, 2015) and 160 Glorious Years of Railways in Eastern India.
A special commemorative cover was released to mark 160 years of Railways in Eastern India.
Speaking o­n the occasion, Shri R. K. Gupta, General Manager, Eastern Railway said that the historic journey of Railways in Eastern India began with first train travelling from Howrah to Hooghly o­n August 15, 1854. Today Eastern Railway has emerged as the backbone of passenger traffic and provides indispensable infrastructural support for the economic development of the nation as a whole. Presently, Eastern Railway carries 33 lakhs of passengers every day by running 1926 trains daily. In the last financial year this Railway carried 116 crores of passengers.
Commenting o­n the Philatelic Exhibition, Shri Gupta said that it is a very rare and unique exhibition of stamps, covers and cancellation laboriously curated by renowned philatelist Mohd. Mujibullah, a staff of Eastern Railway. Shri Gupta pointed out that the stamps and covers demonstrate periodic developments in the history of Railways of the world, covering a wide variety of themes including railroads, horse-drawn carriages, advent and evolution of steam locomotives, rolling stocks, stations, signaling system, tunnels, mountain railways etc. and included a wonderful collection of stamps of pre-independence period from 1854 to 1947.
Dr. Jayanta Sengupta, Secretary & Curator, Victoria Memorial Hall and Ms. Arundhaty Ghosh, Chief Postmaster General (W.B.Circle) also spoke o­n the occasion.
The exhibition will remain open for public viewing from 10.00 a.m. to 5.00 p.m. till Thursday, 16 April, 2015.
Eastern Railway has also organized photo exhibitions at Howrah and Sealdah stations which provides a pictorial representation of the history, heritage, passenger amenities, development and evolution of locomotives and transportation system as a whole.
A cultural festival has been organized in the evening in the Regional Rail Museum at Howrah where artists, both from Railway and outside participated.
