Ashwani Kumar Upadhyaya, a 47-year-old Indian Railways engineer, recently won an award for his innovative idea of developing caterpillar trains — a network of lightweight, elevated train coaches that will run at speeds up to 100 km/hr and will take passengers even to the residential areas. Ashwani, who is a 1997-batch officer of the Indian Railway Traffic Service, is posted at the Centre for Railway Information Systems in New Delhi and is currently on a study leave as a PhD scholar in Massachusetts Institute of Technology, Boston. He won in a global competition on innovations that was organised by MIT and had about 500 entries. Ashwani came up with this idea with a fellow PhD scholar Emil Jacob.

Source: Facebook The whole system will run on electricity and the coaches will also have a backup battery to be used in case of emergencies such as a power failure. Every coach will have the capacity to seat 20 people and their small size will help them reach residential areas too. The small size is also supposed to allow trains to be vertically stacked at the depot.
The station for caterpillar trains will be a simple platform to be reached via elevators. A console on the train would allow passengers to pick stations. The most surprising thing about this radical urban transport system is that it would cost a fifteenth of the conventional metro rail system.
“Currently, all urban mass transit systems are developed on the hub-and-spoke concept — the transport system is the hub and users have to travel from various parts of the city and converge there to use it. But the C-Train goes wherever there is at least a five-metre road,” Ashwani told The Indian Express. The competition, organised by MIT’s Centre for Collective Intelligence, offers a crowd-sourcing platform for people to create ideas and proposals on how the issue of climate change can be addressed.
Ashwani now plans to educate eminent academicians and town planners about the benefits of the C-Train at an upcoming conference to be organised by MIT in September.

At 7.05 in the morning when locomotive driver Pralhad Thakare switches on his engine at Murtizapur Junction, 600 kilometres northeast of Mumbai, he gets a token.
The token is a kind of fill-in for signals and a train communication system, which are non-existent on the 113-kilometre route between Murtizapur and Yavatmal. It also symbolises the authority and obligation for Thakare and his train guard to stop at 15 stations, issue tickets to passengers and navigate the Shakuntala Express over half-a-dozen 100-year-old bridges, through plains and hills at speeds ranging between 5 and 20 kilometres an hour.

token has to be returned at the Murtizapur station after completion of the return journey at midnight. A similar arrangement exists when he pilots the train from Murtizapur to Achalpur, touching a dozen stations along the 76-kilometre stretch.
The two narrow-gauge sections with no infrastructure at 25 stations -- no buildings, no ticket counters and no communication systems -- constitute India's only private railway.
Built by the British company Killick-Nixon to transport cotton for export to Lancashire, the Murtizapur-Yavatmal line was opened in 1903, followed a decade later by the Murtizapur-Achalpur route. In 1910 the lines were transferred to Central Province Railways Company (CPRC) which has owned them ever since. The Central Railway division of state-owned Indian Railways also has run two passenger trains on the lines under contract with the CPRC for many decades.
Under the contract, Central Railway was supposed to pass on 55% of its revenues from the two sections to CPRC. The latter in return was supposed to take care of the maintenance of the tracks, trains and buildings. But Central Railway has not paid anything since 2002, alleging that the company failed to fulfil its part of the deal.
This year Central Railway declined to renew its contract and it is also demanding US$2.8 million from the company, saying the sum represents the money it has spent on repairs. And last month Railway Minister Suresh Prabhu announced plans to spend $225.4 million to replace the narrow-gauge tracks with broad-gauge lines.
"The contract has not been renewed so far," said Narendra Patil, chief public relations officer for Central Railway, adding that management would still have to make a final decision.
But CPRC maintains that the contract remains in force and that Central Railway should either make a one-time payment of $2.25 million or clear its outstanding obligations.
Indian Railways also operates some scheduled services on the Murtizapur-Yavatmal route through a contract arrangement with the line's private owner. Photos: Narendra Kaushik "Everything is still under our company. The pending dues add up to over $9.2 million. If the narrow gauge is replaced with broad gauge, revenue from the two sections and our share will also grow," says Shivanand Rama Hemmady, director, company secretary and compliance officer with CPRC at Mumbai.
Hemmady told Asia Focus that besides the tracks, his company originally owned the trains, steam engines, station buildings and staff quarters. "But I do not know whether they are still using the same old coaches," he added.
Thakare said the steam engines were replaced with diesel locomotives in 1995. Even so, the speed of the train has only gone down since then.
"Earlier, the Shakuntala Express would cover the journey of 113 kilometres in four hours and run at 30km/h. Now it takes eight hours and 10 minutes," says Ravish Kumar, a guard who doubles as a ticket clerk on the train. "Its maximum speed is 20km/h. It chugs on bridges at 5 and 10km/h for a 23km stretch that has been posted as a caution zone. A daily-wage worker can earn his livelihood for the day in that time. Why should he waste all those hours on the train?"
Kumar puts the average daily earnings of the Shakuntala Express at the equivalent of 258 baht. "On return trip from Yavatmal to Murtizapur, we never get more than a handful of passengers," he said. The average daily earnings from the Murtizapur-Achalpur section are equivalent to 1,035 baht.
Hemmady does not believe that Indian Railways will follow through with plans for broad-gauge tracks on the two sections. "They are losing $900,000 every year on the two tracks. Why should they go broad gauge? But if they are going to do it, it will be good for us. We have a contract with Central Railway for income," he says.
Bhavana Gawali, the Indian lawmaker representing the Yavatmal-Washim parliamentary seat, is enthusiastic about the planned upgrade. "It will be good if train speed on the two sections is increased," she says. "Our poor farmers will benefit from it. The Maharashtra (state) government has announced the establishment of a textile park here."
The majority of the farmers in the region grow cotton and soybeans and many have committed suicide in recent years because of distress, the failure of monsoons and heavy debts.
The train is the preferred mode of transport for poor people in the region, since tickets cost the equivalent of 13 baht compared with 77 baht for a bus. However, the bus covers the journey from Yavatmal to Murtizapur in less than three hours.
The CPRC website says the company provides a "one-stop solution" for transport services through railways in India. But currently it operates with around half a dozen employees.
Before 1925, the company owned many other sections including Dhond-Baramati, Pulgaon-Arvi, Pachora-Jamner and Darwha-Pusad (all in Maharashtra) and ran trains in collaboration with Great India Peninsular Railway (GIPR), a company incorporated by an act of the British Parliament.
GIPR was merged into Indian Railways in 1925 and in 1951 the latter took over all other private sections except Murtizapur-Achalpur and Murtizapur-Yavatmal when Prime Minister Jawaharlal Nehru nationalised the rail service.
Last year, however, the government of Prime Minister Narendra Modi approved up to 100% foreign investment in Indian rail businesses, a move many see as a precursor tor privatisation.

who writes these articles and from where do these datapoints come from? I didnt find any Shakuntala Exp. The only train (Passenger) covers 113 kms from Murtizapur to Yavatmal in 4.5 hrs, not sure which train are they referring to which covers the distance in 8 hours.

As part of its plan to usher in accounting reforms, the Indian Railways has transitioned from cash-flow accounting to accrual accounting in the entire North Western Railway (NWR) zone and Rail Coach Factory in Kapurthala, Punjab.
The accrual (commercial) concept of accounting requires recording revenues as they are earned. Also, expenses are recognised as they are incurred, and not when they are paid for. The new system, conforming to national and international methods, will enable the railways to easily figure out the rate of return from a project.

Indian Railways’ move to the new accounting system comes under its ‘Mission Beyond Book-keeping’ initiative. It was first announced in the railway budget for the current financial year, with an aim to introduce transparency in the accounting system.
“Last year the minister had announced the mission called ‘Beyond Book Keeping’ and it has now come in mission mode. We started a pilot project in Ajmer division last year and then we upscaled to zonal railway, i.e., North Western Railway, which consists of four divisions and three workshops. Now we will be preparing the final annual accounts consisting of six documents—the profit and loss account, balance sheet, cash flow statement (to show how cash moves), notes to accounts, disclosure and accounting policies,” a spokesperson for the ministry of railways said.
In addition, NWR has recast its fixed assets register.
“For accounting policies, we have constituted an expert committee with representatives from the ministry of railways and the Institute of Charted Accountant of India (ICAI). It is still in process but we have more or less finalised the major accounting policies, which will be in alignment with the accounting standard and generally accepted accounting principles (GAAP),” the spokesperson said.
The railways has a capital outlay of Rs.1.21 trillion for the financial year 2016-17, with the national carrier targeting a 10.1% growth in traffic revenue amounting to Rs.1.84 trillion.
In December 2014, the Indian Railways had engaged with the Accounting Research Foundation of the Institute of Chartered Accountants of India (ICAI) to conduct a pilot study for the introduction of accrual accounting at the Ajmer division and the Ajmer Group of Workshops of the NWR.
Shifting towards commercial accounting has been one of the key recommendations of the Bibek Debroy Committee on “Mobilisation of Resources for Major Railway Projects and Restructuring of Railway Ministry and Railway Board”. The committee had also suggested that the national carrier shed its complicated accounting and move to standard commercial accounting by following principles and norms accepted nationally and internationally.
According to experts, the railways’ decision to shift towards accrual accounting is a sound one as it will show its real position in terms of assets and liabilities.
“It definitely makes more sense to shift towards accrual accounting. It shows you what the assets and the liabilities are, thereby showing the real position. You can always defer cash payments and advance cash receipts and so on, but these are manipulations that happen in a cash-flow accounting system. So the new method is definitely better. The railways has so many assets, which are not getting reflected anywhere. So the authorities will now bring those assets under the books and that is a good thing,” said Gautam Nayak, a Mumbai-based chartered accountant.
Under the present cash-based accounting system followed by the Indian Railways, receipts are recorded during the period when they are received, and expenses are recorded in the period when they are actually paid. Transactions carried out on credit basis are not recognised in the system. Under the current system, records of assets and liabilities are not kept since the main objective is to record only the flow of cash.
“Your accounting jargon should be easily understood by the international community. You have to give the document, which is intelligible to everybody. It should be according to standard international norms so that the terminology is understood by all,” the railway spokesperson added.

o­n the occasion, Shri Suresh Prabhakar Prabhu described the commissioning of new railway line between Nandyal and Yerraguntla as a beginning of new phase of development of Railways in Andhra Pradesh. He stated that infrastructure development and connectivity are vital for progress of nation and the Railways want to ensure the connectivity of backward regions. The newly commissioned railway line, which connects the heart of Rayalaseema, hitherto not o­n the Railway Map with Amaravati, the Capital city of Andhra Pradesh is an offshoot of the same endeavor, he added. The Hon’ble Rail Minister also informed that very soon the Railways and Andhra Pradesh Government will enter into a Joint Venture to take up many more rail development projects in the State to ensure growth of infrastructure o­n fast track. He also expressed confidence that the flagging off of a new passenger train between Nandyal and Kadapa will enable socio-economic growth of the region, as more trains will be introduced in the future to connect important destinations.
Shri N. Chandrababu Naidu, Hon’ble Chief Minister of Andhra Pradesh in his address stated that the commissioning of Nandyal-Yerraguntla new line is an historical event and the project is a critical link in connecting backward regions of Andhra Pradesh State with the Capital region. The new line will play an important role in the development of the state by providing crucial transportation infrastructure link with a belt rich in mineral resources and hosts several cement Plants. The new line has got the potential to develop port connectivity in the region and industrial advancement, the key elements for economic growth of the state. The Chief Minister stressed o­n evolving new and innovative ideas for growth of Railways and stated that the AP Government for a SPV (Special Purpose Vehicle) to mobilize funds for rail projects in the states. The Chief Minister congratulated South Central Railway for handling the rush of pilgrims who utilized the train services during Krishna Pushkaram.
Shri M. Venkaiah Naidu, Hon’ble Union Minister, who also spoke o­n the occasion said that the Nandyal-Yerraguntla new railway line was a dream project of the people and marks fulfillment, o­n commissioning today. He complimented the Railway Ministry for undertaking completion of o­ngoing projects, without going in for new o­nes, as advised by Hon’ble Prime Minister. This is important since a host of projects announced in earlier years and needing huge finances are incomplete due to lack of funds he added. The Minister complimented the Railways for rendering efficient services during Krishna Pushkaram.

रतलाम। अजमेर से रतलाम तक चलने वाली ट्रेन को इंदौर तक क्यूट्रैक के रास्ते चलाने के लिए मंडल रेल प्रबंधक मनोज शर्मा ने रेलवे बोर्ड में बात की है। बोर्ड में पदस्थ ईडी कोचिंग पी. गुहा को डीआरएम ने ट्रेन चलाने से यात्रियों को होने वाले लाभ के बारे में बताया है। इसके बाद डीआरएम ने पत्रिका से कहा है की एक-दो दिन में मंजूरी मिल रही है। दो और ट्रेन को बडऩगर के रास्ते चलाने के बारे में प्रस्ताव मंडल से बोर्ड को भेजा जा रहा है। इन ट्रेन का भी होगा विस्तार मंडल कार्यालय से पश्चिम रेलवे को दो और ट्रेन को क्यूट्रैक के रास्ते बडऩगर होते हुए इंदौर तक बढ़ाने के बारे में प्रस्ताव भेजा जा रहा है। पश्चिम रेलवे से यह प्रस्ताव रेलवे बोर्ड को जाएगा। प्रस्ताव को अजमेर-रतलाम ट्रेन को इंदौर तक चलाने की अनुमति मिलने के बाद भेजा जाएगा। अजमेर-रतलाम ट्रेन को चलाने की तैयारियां...

मंडल ने कर रखी है। मंडल के अधिकारियों के अनुसार नीमच-रतलाम डेमू ट्रेन व अजमेर-हैदराबाद ट्रेन को रतलाम से बडऩगर होते हुए इंदौर-मक्सी होते हुए भोपाल के रास्ते चलाने का प्रस्ताव तैयार किया गया है। हालांकि अधिकारियों के अनुसार इंदौर में विराम करने वाली किसी ट्रेन को रतलाम तक बढ़ाने पर फिलहाल विचार नहीं किया जा रहा है। यह रहेगी समय-सारणी ट्रेन नंबर 19654 अजमेर-रलताम ट्रेन रात 8.55 बजे रतलाम में प्लेटफॉर्म नंबर 2 पर आएगी व इसको 10 मिनट के ठहराव के बाद बडऩगर व फतेहाबाद में ठहराव देकर इंदौर तक चलाया जाएगा। इंदौर यह ट्रेन रात 10.50 बजे यात्रियों को पहुंचाएगी। इसके बाद इंदौर से सुबह करीब 4.40 बजे ट्रेन को चलाया जाएगा व रतलाम यह ट्रेन फतेहाबाद-बडऩगर होते हुए सुबह 6.20 बजे आएगी। यहां से जावरा-मंदसौर-नीमच होते हुए ट्रेन अजमेर के लिए रवाना होगी। इस ट्रेन का रखरखाव अजमेर में होता है। इसी प्रकार नीमच से दोपहर 2.50 बजे चलकर रतलाम में शाम को 5.45 बजे आने वाली डेमू को इंदौर तक बढ़ाने का प्रस्ताव है। यह ट्रेन रतलाम से शाम 6 बजे इंदौर के लिए चलेगी व रात 8.40 बजे पहुंचेगी। इस सप्ताह मंजूरी मिल जाएगी रेलवे बोर्ड में वरिष्ठ अधिकारियों से चर्चा की है। एक -दो दिन में ट्रेन चलाने की मंजूरी मिल जाए, इसके लिए प्रयासरत है। -मनोज शर्मा, मंडल रेल प्रबंधक, रतलाम रेल मंडल

South Western Railway has decided to provide one minute stoppage for Train Nos. 16217/16218, Mysuru-Sai Nagar Shirdi-Mysuru Weekly Express, Train Nos. 17321/17322, Hubballi-Lokmanya Tilak Terminus-Hubballi Weekly Express and Train Nos. 16535/16536 Mysuru-Solapur-Mysuru Golgumbaz Daily Express at Nimbal station on Experimental basis for a period of six months with effect from 20th August, 2016 to 19th February, 2017.
