The semi-high speed train Tejas Express ran at 110 kmph on its inaugural run against the railways’ claim of 160 kmph.
Tejas Express, a semi-high speed train, is supposed to run at 200 kmph. But, on its inaugural run between Mumbai to Karmali (Goa), it touched a maximum speed of 110 kmph.
A few days before it was flagged off by railway minister Suresh Prabhu on May 22, Indian Railways claimed that the train can run at a speed of 160 kmph despite constraints related to rail tracks.
...

Member (traffic), railway board, Mohd. Jamshed said it was found that the train is running within permissible limit of 110 kmph due to reasons related to tracks in the Konkan railway which is known for its rugged terrain.

“Speed of a train depends on rolling stocks and fixed infrastructure i.e. tracks. Konkan railway’s track passes through several tunnels and its topography and movement pattern is quite different. We have to ensure protection around tunnels due to frequent landslides. Because of these reasons, the train is allowed to run at 110 kmph. The speed would be increased to 120 kmph after a few months,” Jamshed said.

The railway board member said the newly unveiled Mumbai-Karmali Tejas Express took almost same time as its New Delhi-Bhopal Shatabdi which is country’s longest Shatabdi service. It takes eight hours and 25 minutes to cover 706 km from Delhi to Bhopal.
“Tejas took eight hours and 30 minutes to cover a distance of 703 km between Mumbai and Karmali, which is fair enough,” he told Governance Now.

He elaborated that even the speed of Bhopal Shatabdi varies from station to station because of various factors. “Till Agra, Bhopal Shatabdi runs at 140 kmph and its speed gets reduced to 120 kmph after crossing Bina station. Speed depends on tracks, different conditions and sections,” he said.

Jamshed said that the railways is working to ensure its coaches and locomotives run at a speed of 200 kmph.

When asked why Tejas’s fare is 20 percent higher than other Shatabdis, he said every coach of Tejas costs around Rs 3.45 crore against an LHB coach which costs Rs 2.43 crore. “We are providing passengers with sophisticated facilities which they won’t get in the roadways. A bus takes over 14 hours to reach Goa from Mumbai which is uncomfortable too. But Tejas offers a comfortable ride to people,” he said.

Agree with you in all aspects but just an angle to look at is the increase in traffic on such routes. In the context of BPL Shatabdi, the train might not find room to run freely (despite high speeds) for a long time due to the intensity of traffic congestion than what was in the 1980s.
To explain it further, Mumbai-Pune trains can be taken as an example..earlier in 90s Mumbai-Pune Deccan queen used to cover the distance in lesser time compared to now, due to added traffic congestion which wasn't prevailing during erstwhile British era, hence even speed upgradations wouldn't make a much difference as route capacity needs to be enhanced first. This case is applicable to most routes on

Toh kya samje P5 hi accha run de sakta hai , P7 nahi?
12951 ko 90% p7 hi milta hai BRC/GZB ka
ek observation yeh bhi hai ki agar yeh train vadodara par 1 ghante se zyaada late hoti hai..toh pure run mein delay badhta hi jaata hai

May 24 2017 (13:46)   ON-DEMAND SEAT RESERVATION IN SELECT TRAINS FROM OCTOBER

Rahul K😎🚂~   101 news posts
Entry# 2290748   News Entry# 303451         Tags   Past Edits
Come October, and the Indian Railways will offer reservation on demand on select long-distance routes- and that too without leveling any extra charge to passengers.
To begin with, Railways are planning to introduce the idea of reservation on demand on sectors like Mumbai-
New Delhi, Lucknow-New Delhi, Mumbai-Howrah, and Chennai-New Delhi. If successful, the scheme would be implemented pan-India for all premier, mail and express trains by 2020.
While
...
railway traffic has increased 20 times since Independence, railway infrastructure has gone up merely by 2.25 times. Thus there is a wide gap between the availability of berths and number of reservation seekers.
The Ministry of Railways has decided to undertake a massive capacity augmentation drive on major trunk routes. Member Traffic Railway Board Md Jamshed said the railways has planned to provide reservation for passengers on demand and simultaneously increasing the speed of all trains.
“This will be done on sectoral basis soon and by 2020 Indian Railways would offer reserved tickets to any long distance traveller,” Jamshed told The Pioneer on the sidelines of a function at Rail Bhawan on Tuesday. On this occasion, Railway Minister Suresh Prabhu flagged off one train each from Hubbali to Varanasi, and another one from Hubbali to Mysuru in the poll bound Karnataka.
A senior railway official said to start with the Railway Board is considering to implement this reservation on demand services on routes where there is not enough pressure and the scheme could be manageable within existing resources.
Of the total of 67 sectors in the country identified as congestion network, Allahabad-Mughal Sarai sector on the main New Delhi-Patna-Howrah is the most congested network.
“In the beginning, we cannot think of providing such a facility on congested route such as New-Delhi Patna, Mumbai-Patna, and New Delhi Kolkatta due to mismatch of the volume of passengers and lack of infrastructure, “ said the official.

If railway planning that Mumbai Delhi can be done in 13 hours
Then Delhi Pune could be done in 15 hour 45 mins easily.
Means 4 hour Speedup of Duronto timings.

BT work on Ahmedabad-Palanpur route is going on snail pace of doubling, forget electrification..they will need to boost up allocation in order to complete the trunk route of ahmedabad-marwar-jaipur-delhi trunk route. Planning should also be taken to double marwar-luni (as luni-jodhpur is already doubled) doubling and electrification till Jodhpur..so that another close to 20 sets of train will benefit.. Don't know 2019 tak kitna progress hoga
