potential for investment in Indian Railways is huge, Prabhu said that the “possibilities of end-to-end logistics support is huge in Railways.” “Unless logistics & transportation comes together, enhancement of value of business won’t take place,” he said. “Indian Railways has a unique character. There are growing demands and Railways also need to grow. Railways has continuous source of revenue. Structuring investment is necessary to move forward,” he added.
In January, Suresh Prabhu announced several policy initiatives to increase the non-fare revenue of the Indian railways by around Rs 16,500 crore in the next ten years. The new policy initiatives included out-of-home advertisements, content on demand, branding of trains, non-fare revenue policy and ATM policy. According to the Ministry of Railways, the new policy initiatives will look into different areas ranging from advertising in trains, bridges and other assets, as also setting up of ATMs at platforms.
The railways also announced its train branding policy, through which it aims to generate Rs 2,000 crore by allowing internal and external advertisement in the trains. Train branding packages sizes shall be offered for bidding in a phased manner for Rajdhani package, Shatabdi package etc, it said.
Recently, Indian Railways unveiled a series of initiatives to perk up railways revenue through increase in the freight share and passengers segment. The business plan envisages commissioning 100 new freight terminals, introduction of double stack dwarf containers and firming up long term agreements with freight customers. Prabhu said “The business plan-2017-18 was formulated to cater to the requirement of stakeholders and we have changed the policy after discussion with our customers.”
Taking note of railways falling share, he said “Normally a leaf from the tree does not fall like that. The process starts long before the fall. Similarly the decline in traffic has also started not now but much before. “Once railway was only option for freight so it had the monopoly. But with the change of time railways share started declining. There are various reasons like economic slowdown on global stage which affected Indian market also,” the minister said.

Railways incurred losses of Rs 33,491 crore on passenger operations in 2014-15 while in 2015-16 the figure was Rs 35,918 crore. Minister of State for Railways Rajen Gohain said in the House. He said the losses incurred on account of passenger fare are not separately maintained. In order to reduce the loss and earn profit, railways has evaluated various alternatives relating to rationalisation of passenger fare structure and it is an ongoing process.
Dynamic fare structure has been introduced in new trains such as Humsafar and Antodaya Express to increase earnings. Flexi-fare scheme has also been introduced in Rajdhani, Shatabdi and Duronto train since September 9 last year.
Besides Suvidha and special trains on special charges have been pressed into service to meet the surge in demand during peak seasons, holidays and festivals.

After senior citizens and physically challenged, Indian Railways may offers discounts on train ticket bookings to other categories.
Ministry of Railways in a statement to the Lok Sabha on Wednesday said that the railways already provides online concessional ticket booking facility to senior citizens, physically challenged and accredited press correspondents.

Railways said, "With a view to promoting online booking of tickets and payment through digital modes, service charge on e-ticket which was `20/- for Sleeper (SL) & Reserved Second Class (2S) and `40/- for all other classes has now been withdrawn for the tickets booked from 23.11.2016 to 31.03.2017. "
Listing out facilities provided to travellers, Ministry of Railways said:
(i) Online ticket booking facility through Indian Railway Catering and Tourism Corporation (IRCTC) website thereby obviating the need to stand in queues at reservation counters.
(ii) Reserved and unreserved ticket booking facility through mobile phones.
(iii) Provision of Automatic Ticket Vending Machines (ATVMs) at Railway stations for dispensation of tickets.
(iv) Installation of Point of Sale (POS) machines at various locations of Indian Railways for enabling cashless transactions.
(v) Earmarking of separate counters at various Computerised Passenger Reservation System (PRS) centres for dealing with the reservation requisitions received from physically challenged persons, senior citizens, ladies, Ex.MPs, MLAs, accredited press correspondents and freedom fighters.
(vi) Automatic preparation of reservation charts at least 4 hours before scheduled departure of train and thereafter booking of available accommodation through internet as well as through PRS counters.
(vii) Dissemination of information about change in passenger’s reservation status in the case of Waiting list/RAC to confirmed, cancellation of trains through SMS.
(viii) Cancellation of Computerised Passenger Reservation System (PRS) counter tickets through IRCTC website or through 139.
(ix) Automatic refund to e-ticket holders in case of cancellation of trains.
(x) Introduction of Alternate Train Accommodation Scheme ‘VIKALP’ to provide confirmed accommodation to waitlisted passengers and optimal utilisation of available accommodation.
(xi) Increase in number of berths earmarked as RAC to accommodate more passengers.
(xii) Enhancement of the existing combined quota earmarked for Senior Citizens, pregnant women and female passengers 45 years of age and above to 6 lower berths per coach in Sleeper, 3 lower berths per coach in 3AC and 3 lower berths per coach in 2AC class. Further, in Rajdhani, Duronto and fully Air Conditioned/ Express trains, the number of lower berths has been increased to 4 lower berths per coach.
(xiii) Introduction of Sarathi Seva to help old and disabled passengers requiring assistance at the station and strengthen the existing services for enabling passengers to book Battery Operated Card (BOC), porter services etc. on a paid basis in addition to the existing pick up and drop and wheelchair services.
(xiv) Provision of Yatri Mitra Sewa at major stations for enabling passengers to book wheelchair services cum porter services.
(xv) Provision of cushioned seats in General Second class coaches, bottle holder and snack table in non-air conditioned Sleeper Class coaches, dustbins in Non-AC coaches, Braille signages in coaches, mugs with chain in Non-AC coaches, toilet in the newly manufactured DEMU/MEMU coaches, etc.
(xvi) Station-based e-catering services have been introduced and at present, available on 357 stations.
(xvii) 1100 Water Vending Machines have been installed at 345 stations for providing pure drinking water to travelling passengers.
(xviii) To mitigate the hardships faced by mothers while travelling with infants, Janani Sewa has been introduced to make available baby foods, hot milk and hot water.

avoid such situation, Indian Railway has announced a new scheme called ‘Vikalp’ (Option), which can prove to be beneficial for all wait-listed passengers. And, at the same time, it can optimally utilise railways’ resources as well.
Here are 8 facts about Vikalp scheme which every train traveller should be aware of:
Assume you have a wait-listed ticket for a train called Lucknow Mail which goes from New Delhi to Lucknow, every day at 10 PM. The Chart has been prepared, and your ticket shows wait-listed # 32. Under Vikalp scheme, your ticket can be allocated to the next available train, which is going towards Lucknow from Delhi, and leaves after 10 PM.
Hence, without paying anything extra, your ticket can be upgraded or moved to another class under Vikalp. Assuming that you have a Sleeper class ticket for Lucknow Mail, which is wait-listed. Under Vikalp, your ticket can be upgraded to AC Superfast Express which leaves at 11.30 PM for Lucknow. You are not required to pay anything additional for the upgrade.
Hence, theoretically speaking, any ticket which is waitlisted can now be used to travel in premium trains like Shatabdi or Rajdhani, without any extra cost.
Vikalp Scheme is only for those tickets which have been booked via IRCTC website. As soon as the chart is prepared, and if your ticket is wait-listed, you will get an SMS, informing about activation of Vikalp option, and your new train, coach and berth numbers would be shared.
You have the option to either choose Vikalp option, and travel in another train, or cancel the existing ticket. In case of cancellation, the normal rules apply for wait-listed trains.
Once you opt for the Vikalp option, you can always upgrade to another higher class in the new train, by paying the difference of cost. For example, you had a AC 3 ticket, but under Vikalp, you got a sleeper class berth in a new train. Now, ocne you say yes to Vikalp, you can always upgrade to AC 3 in the new train by paying the difference of amount (in case berths are available). But the default allocation of ticket in a new train under Vikalp shall be free of cost, and included in the cost of the original ticket.
Now, after you say yes to Vikalp, and then you decide to cancel, then the cancellation shall be treated for a confirmed berth on the new train, not on the basis of wait-listed ticket on the old train.
Only those passengers whose tickets are wait-listed even after preparation of chart would be eligible for Vikalp option. And, once you have said yes to Vikalp, you cannot board the original train, for which your ticket was issued in waiting list.
Explaining the rationale behind Vikalp, a senior Railway official said, “We aim to achieve the twin objectives of providing confirmed accommodation to waitlisted passengers and ensure optimal utilization of available accommodation by this scheme.”
Pan-India roll out of Vikalp shall start from April 1st. However, Indian Railways had been running the scheme on a pilot basis on few routes such as Delhi-Lucknow, Delhi-Jammu and Delhi-Mumbai, since November 1st.

Railways is launching a new scheme from April 1 under which waitlisted passengers can get confirmed accommodation in the next alternative train if they opt for the option while booking their tickets.
As per the scheme, there would be no extra charges taken from the passenger or any refund provided for the difference of fare.
Known as 'Vikalp', the alternative train accommodation scheme aims to utilise vacant berths in many premier trains including Rajdhani, Shatabdi, Duronto and other special service such as Suvidha trains in all major routes.
Railways has to forego about Rs 7,500 crore in a year in refund to customers for cancellation of tickets for various reasons.
Describing the scheme as a "passenger friendly" move to provide confirmed accommodation to waitlisted passengers in alternative trains, a senior Railway Ministry official said, "We aim to achieve the twin objectives of providing confirmed accommodation to waitlisted passengers and ensure optimal utilisation of available accommodation by this scheme."
After introduction of flexi-fare system in premier trains , some berths are going vacant while at the same time many passengers could not be accommodated in other Mail/Express trains due to huge demand.
"In any case these berths are running vacant. So whatever we can save in refund is going to be a neat save for us. No additional cost is involved to railways so anything we save will be earnings for railways," the official added.
Currently, railways is running the scheme in six routes including Delhi-Lucknow, Delhi-Jammu and Delhi-Mumbai sectors since November 1, on a pilot basis.
The system is available for online ticketing now but it will be extended to over the counter sale also as the required software is being readied for the purpose.
As per the scheme, waitlisted passengers of a train would be given option of getting confirmed accommodation in the next train running on the route.
While there is a huge demand for train berths in certain sector round the year, some routes witness increased rush during festive season.
The passenger, if opts for the 'Vikalp' scheme while booking tickets, will get SMS alert on his/her mobile phone about getting confirmed accommodation in the alternative train.
The name of the passenger who has been provided accommodation in the alternative train will not figure in the waitlisted charts of their original train, the official said, adding that a separate list of passengers transferred in alternative train will be pasted along with the confirmed and waitlist charts.
