भीड़ को राजनीतिक मान्यता मिलने लगी है. औपचारिकता के नाम पर 2-3 दिन बीत जाने के बाद निंदा जैसा बयान आता है. फिर उसके कुछ दिन बाद भीड़ किसी और को मार देती है. आप सोच रहे हैं कि इससे हमारा क्या, लेकिन आप यह नहीं देख रहे हैं कि एक को मारने के लिए आपके ही अपने हत्यारे बन रहे हैं. इस भीड़ का एक राजनीतिक समर्थन है क्योंकि जो ज़हर इस भीड़ को उकसाता है, वो किस फैक्ट्री में पैदा हो रहा है, आप देखना चाहेंगे तो आराम से दिख जाएगा. नहीं देखना चाहेंगे तो कोई बात नहीं, पर आपका ही कोई किसी भीड़ में जाकर किसी को मार आएगा. इसलिए अपनों को हत्यारा बचाने से पहले संभल जाइये.

Unfortunately, the Indian Railways accounting system is not the best, as it does not follow the corporate accounting system. There is a lot of room left for adjustments, which solely depend on the Financial Commissioner, who is also a Railway Board member. The crux of the matter, however, remains that the operating ratio can be considered as a barometer of Railways’ financial health.
The operating ratio is a number derived from the ratio of working expenditure over revenue earned from traffic. Considering the performance of the Railways in the last financial year, the operation ratio is a bit hard to believe:

Total revenue in 2016-17 undershot budget estimates by Rs 6,300 crore (4%). Total revenue in 2015-16, undershot budget estimates by Rs 16,752 crore (9%).
- The Railways surplus has also been on the decline. It declined by 27% from Rs 10,506 crore in 2015-16, to Rs 7,695 crore in 2016-17.
- In 2015-16, Railways generated most of its freight revenue from the transportation of coal (45%). The earnings from coal in revised estimates 2016-17 fell by 19% of the budgeted estimates of 2016-17.
- On top of all this, there has been a steep rise in the ordinary working expenses which, for revised estimate of 2016-17, stood at Rs 1,62,960 crore, and is budgeted at Rs 1,78,350 crore for the financial year 2017-18
So, how does one define working expenditures and under which head do you put them? Some of the major expenses which ought to be put under revenue expenditure are instead put under capital, which makes the operating ratio look better than what it really is.

We can hope that the accounting reforms being vigorously pursued by Mr. Prabhu, A Chartered Accountant, shall be quickly & properly implemented which will indicate the real financial condition of IR. This in turn is expected to motivate IR to take proper corrective actions and eventually come out of the chronic financial troubles.

A flat refund of 25% of total fare charged on ticket,excluding Tatkal Charges is granted on cancellation of confirmed Tatkal tickets, which are cancelled up to 24 hrs. before the schedule departure of train.

If a confirmed ticket is cancelled more than 48 hrs before the scheduled departure of the train, flat cancellation charges shall be deducted @ Rs.240/- for AC First Class/Executive Class, Rs.200/- for AC 2 Tier/First Class, Rs. 180 for AC 3 Tier/AC Chair car/ AC 3 Economy, Rs.120/- for Sleeper Class and Rs.60/- for Second Class. Cancellation charges are per passenger. If a confirmed ticket is cancelled within 48 hrs and up to 12 hours before the scheduled departure of the train, cancellation charges shall be 25% of the fare subject to the minimum flat rate mentioned in the above clause. Less than 12 hours and upto four hours before the scheduled departure of the train up to chart preparation which is earlier, 50% of the fare paid subject to the minimum cancellation charges. For train starting up to 12 noon the chart preparation is usually done on the previous night. He can log on to www.irctc.co.in and go to "Booked Tickets" link and select the ticket to be cancelled and can initiate the cancellation by selecting the passengers to be cancelled. Cancellation would be confirmed online and the refund would be credited back to the account used for booking as for normal Internet tickets. If there is any partial cancellation of ticket, please ensure that a fresh e-reservation slip (Electronic Reservation Slip) is printed separately as done for the original ticket.

A lot of features in the Antyodaya Express are similar to the new Deen Dayalu coaches for the unreserved passengers. The only difference is that Antyodaya Express will be a full train, that is its coaches will be connected (vestibule).

At least 3 No's of 2S sitting D1,D2& D3 coaches have to be added in the Antyodya trains.So as the genuine sitting reserved passengers can be travelled in dignified manner .
It encourages ticket less long distance travel .
