9 pm is too late for anyone to have dinner in train. Lets wait for others reply.
Dinner for 2A and 3A is normally loaded at Itarsi Junction and served before Bhopal Junction.
Passengers deboarding at Bhopal do get to have dinner.
I've travelled numerous times in this train before it got halt at Itarsi, back then dinner was loaded at Nagpur and served while train was crossing Itarsi.
Nowadays according to many friends who've traveled, Dinner is loaded from Itarsi...

well me & my family got dinner. I guess dinner gets provided between ET & BPL.
For passengers boarding from BPL Dinner is provided after BPL departure and for passengers boarded before BPL it is served between ET and BPL.
If you otp for dinner, no matter what they will provide you after boarding or you can ask them to provide you as you have opted.
