Rourkela is a small CDO, cannot demand extension of every train to ROU.
Some were demanding extension of Palamu exp to ROU
Some demanding extension of Maurya Exp to ROU
You r demanding extension of RNC-Banaras Exp to ROU

possible. ROU cannot handle every demand.
Already RNC-JYG Exp recently got Extended to ROU. That got extension after ROU-JAT Exp got extended from ROU to SBP. So, space was not a problem then, now if everyone want trains to extension to ROU, not possible.

Agreed i am with the view that either 18611/12 or 113347/48 Should be extended. In my view it is suitable to extend this one to Raurkela and space that and that space should be given to palamu at Hatia CDO...other good idea should also be implemented if better.
