Since LKO is a intermediate station here and this falls under GNWL, the chances of confirmation are very high. In this case there are 40 odd seats under RLWL in LKO-DBG Leg of Journey. This technically would mean that those 40 seats would come vacant from NDLS or alloted to passengers under NDLS-LKO leg of journey. Now if there would have been more than 40 passengers from WL1-WL419 here this would not have confirmed. Looks a little lengthy explanation but i think this is how it works.
