sir the uppar parts of bridge can be made in open place.
after demolish both hancock & carnac danger bridges railway & BMC should carried out night & sundays mega block for construct support for bridges.
& after bridges support work complete they can bring all upper parts of bridge by big containers trolly trucks & placed fitted that upper parts of bridges in support by the help of crains.

your suggestion is good, but the actual problem is something else. BMC fears that raising the height of the bridge will lead to flooding in the housing societies nearby during monsoon, which is why its refusing to give permission, without which work cannot go ahead.

every road over bridges (ROB) has a water flow pipeline in down that is connected to drainage system this will avoid flooding in monsoon.
And this hancock & carnac bridges not come under lower track area of raiway so after rebuilt the bridges all problem will be solved
