You mean the upper limit of WL allowed?
As for seats, you will have to check on ARP day before 8 am to know the total no of seats available between a pair of stations. One cannot really say the exact no of seats for a partcular quota and one has might have many permutations and combinations. It may be available is one combination while may be in high WL despite being in the same WL quota.

Certain trains higher wl also gets CNFM,
Certain trains lower WL also may not get CNFM....
So if we know total numbers of WL that results into CNFM then while booking itself we ensure to opt out or to continue with WL status at certain level...

there are too many parameters coming into play for WL prediction and most of us do it because of previous experience/observation and its highly unpredictable. Its case specific some times.

Can it ever happen :
1- single WL ticket is allotted SUB as confirmed berth...
2- two RAC tickets are allotted SLB as shared berth for any trian....
Thus IR gets 50% extra Income from Two berths assuming all three tickets travel equal distance...
