if jharkhand gets another railway zonal office then bihar and other states will also demand another zonal office.i dont know about freight earning from dhanbad.only tatanagar has enough annual passenger earning.all major city of bihar like patna , Bhagalpur,muzaffarpur,darbhanga and gaya has more annual revenue than dhanbad and ranchi.even in bihar the area is covered by 4 zonal office viz ER,ECR,NFR and that gkp zone.so this should not be reason.it is not like rajdhani exp that every state is bound to get it.regarding delay about 90% project of ir is delayed all over india.
