It is surprising that just the replacement of loco hauled rakes of the passenger trains by emu rake is being mentioned as successful implementation of "Mission Raftaar".
Success of "Mission Raftaar" should be primarily based on how much increment of average speed of trains (against the targeted increase of 25kmph over the current avg. speed) on the route has actually been achieved.
Million dollar question is - "has there been any actual appreciable increment in avg. speed of the trains in the GZB-ALD-MGS section, after the "EMUfication" of passenger trains??

Success of such missions/projects very much depend on the proper selection of parameters considered during monitoring and implementation. Just taking any action is of no good use, if the end results are not achieved.

tHEY will do for 2 or 3 trains and claims did for total IR.
sEE tejas concept....Its told high speed trains but Mumbai-Karmali avg speed 50 kmph.
What ever inventions they do , that all for 2-3 route based out at Delhi. Remaining IR WILL NOT CHANGE

Current Philosophy is 99% Show and 1% actual work.
After hogging limelight for more than a year for the 160kmph Gatiman, now again using the Fastest Trains tag for 130kmph (& less) Tejas is very surprising.
First Shatabdi was 140kmph in 1988 and it was moved just a notch higher 150 after a good 2 decades. No other Shatabdi could ever reach that level even after 3 decades!!!.

don't have routes fit for above 130kmph speeds. Upgradation of substantial portion of IR route for higher operating speeds need a lot of investment, time and determination.

YES where ever needed the infra boost up not properly happening. IR still concentrating on age old issues. Main concentration only at Delhi and around few states , Mumbai region only. These are traditional IR routes from decades, the present RM saying many but results not much in infra. Except WIFI, Digitization nothing great happening as of now.
Lets see the doubling, Electrification target meets or not. Even if its meets will IR get new trains and existing trains will speed up also a big question.
