I am planning to book ticket from Borivali to Bilimora. However, I doubt whether passholders dont enter sleeper coaches. I dont want to sit conjested among them. Do they come into SL coaches?

Pass Holders Board, Express and Passenger Trains...
Never Superfast Trains...
Definately Its one of the Busiest Routes, From Vapi to Surat...

In front of 'Crowds' any law becomes helpless.
Passholders are regular, servicing employees or business man/woman, they need some transportation.
IR knows this happening but is helpless due to shortage of coaches. For that 'funds' are needed.
But our money is used for 'security' of many who are just sitting in high offices.

more...
on TV I saw crowds travelling on Engine and train was moving as if the IR too has allowed the act as a celebration.
Coordinated action by leaders, IR admins and Security can tackle the problem, but they have too much work to attend on other areas, like 'bandh' creating/opposing.
And population is exploding at higher rate than our resources can manage the services. This IR is just an example. If we look at Roads, Hospitals, Housing, Jobs, the demand is more than supply. So this plight of the passengers will not improve untill 'population' explotion and its root causes are addressed.

Last month I had travelled in this train from Borivali to Bharuch. My coach was almost 70% empty. From Vapi/Valsad, pass holders boarded the train and traveled till Surat. TTE passed through without saying anything to them.

Officially not allowed, but every time i witnessed , many pass holder enters in SL coaches of SayajiNagri, Karnavati(2S), Saurashtra Janta ,BDTS-Jaipur ,Ranakpur express at Vapi & get down at Valsad, Bilimora, Navsari & Surat stretch.
