I just saw a 1985 time table and the speed of most of trainss say 90 percent is same today as well...ex tamil nadu express , punjab mail etc....my question is why hasnt indian railways increased its speed in 25 years

in todays scenario it feels ok to cancel ticket if train goes late by more than 3 hrs you have much options,but earlier no, trains were very less and road connectivity was also poor, so cancellation were not proffered for train going late, its my experience

You have misunderstand my point about late of 3 hours.
Here is the detail
What I mean to say is that if as per your words that most trains were behind schedule those days then why IR make that rule in which it has to pay full refund and this rule will not be at all there. why IR will make a rule when they know that train are going to be behind schedule timetable. Will IR make a rule which is not valid.

this context I quote the 3 hours late rule not whether the passenger has option or not nowadays.
In Fact the train were never late in old days due to less traffic and were maintain the schedule time as mention in TT .

ug sir, i got your point...but tell me one thing...how many of us has ever used the 3 hours delay rule to get full refund? And if someone has used it,then how often?one in hundred trips? If one has to go,then he has to go...be it 3 hours delay or 6 hours delay...getting refund does not ensure that the next day the train will not be 3 hours delayed...i will only cancel my ticket(in case of 3 hours delay) if i have a ticket of very short journey and have to return accordingly and my trip will be worthless if i go...
