This was just a half-hearted effort by IR. There isn't really any difference compared to a regular WAP5, other than an ergonomic cab, and a sharper cab-face.
A true high speed locomotive would need much more streamlining - a conical face, instead of a flat one. Also, the empty space under the loco (with all the underslung equipment) has to be reduced (essentially, reduce the ground clearance). All the equipment above the loco (panto, insulators etc) should also be embedded into the top. This loco does not have any of those features. It's just a regular WAP5 with a sharper cab-face, that slightly improves the aerodynamics.
