1. Since it remained in Partial wl status, You must ask the TTE before boarding about the waitlisted passenger as the new press release says that waitlisted passengers wont be allowed onboard.
2.Waitlisted passenger status wont get automatically cancelled as this is partial WL PNR. If the WL passenger is not allowed onboard by the TTE, you must get a "no travel certificate" from the TTE and can file TDR online up to 72 hours after reaching the destination. If no...
more... one is travelling ,the whole PNR can be cancelled upto 2 hours of the train departure from the boarding station.No need for TDR.
