So should I take it as you are comparing BSB and BUI?
Even though there are trains...but are they running empty?
Rest about quota...check the history of trains that were extended from BSB..some even are not touching BSB now.
Also most of the trains are from other divisions to BSB....well if other divisions are not interested to have a connectivity to BUI... nothing BSB...
