I read somewhere that 12031 had an IRY20 rake and 12029 normal lhb rake.So they ran as independent services.
Yes, they have the same timings. The reason behind separate service is as follows
12029/30 Swarna Shatabdi Express used to run with a unique rake called as IRY/IR-20 which wasn’t ICF or LHB, it was an experimental project by Indian Railways. That rake required an extra day off for maintenance. On its place an ICF rake used to run on Thursdays. That explains the weekly existence of 12031/32. While it is now LHB, the service still continues.

Production has not been stopped. It is just that RB has not been indenting for more rakes. This year only 1 rake was budgeted in the production plan.

I think a dining car would be good, and they should make it a vistadome dining car maybe. Also, I think 1st class should have personal toilets/showers and LCD TVs. Maybe they can introduce a 1st AC Premium with these kind of coupes. Even some trains in Pakistan have this. Can be introduced in rajdhanis and some other premium trains.
Already 1AC is more expensive than some of the airline connections between some cities.
Adding all that you mentioned in 1AC would increase the 1AC cost and would be more unaffordable to normal passengers and only users would be politicians and that too for free.
