Either this truck (with head lights on) has just rolled on to the train (at nearby station) and hence its lights are 'ON' (as many truck drivers keep them on when getting on to the train / off the train). Another possibility is the driver inside cabin switched on the ignition and lights were on (earlier when truck engine was shut down)!
