i read that report few days back, and was kinda surprised with it, not sure i have ever heard of double headed passenger train (electric) before.
But the need is there. Much that we all love WAM 4, it simply doesn't have the sheer brute force to deal with the KYN-KSRA-IGP section's gradients with a 23 coach train. similar issues were experienced with WAP 1 loco that NR, rather foolishly, gave to Punjab Mail.
