What dept u belong to? Pls see the comparative specification of wap7 wap4. Then talk to me
Unfortunately, no. IR wasted almost 20 years by not doing any improvements to the WAP4 design. And considering the amount of time it takes to develop a new system and retrofit all locos, by the time they actually come out with a foolproof system, we will already have a large number of P7 locos available.
So they most likely won't add HOG to P4s, unless someone convinces the railway minister to do some experiment with P4s as a publicity stunt.

I doubt they have space for the convertor+ three winding transformer needed to feed power to Power car.
WAG 6 was the window where this could have been tried, but that window is not just closed, it has been put in a radiation proof concrete bunker and sent to Venus :p
