That winter time cancellation thing completely depends on the respective zones and RB but the late arrival of one rake now is not going to affect the timely departure of other rakes from Balurghat untill and unless the arriving rake is delayed by more than 24hrs.

Extra rake given by RB to NFR zone to reduce the delay and give ontime departure and in winter to reduce the rescheduling time from balurghat as in current TT it is not possible to run this crawler as it gets delayed in most of the zones due to less priority in its route.
