Since the onset of the Vande Bharat initiative, the conversion to LHB coaches has noticeably slowed down, leaving crucial trains without the upgrade. Trains of significance, such as Kalka Mail, continue to operate with outdated and subpar ICF coaches

Accidents are a new normal now a days but thank God no casualties this time.
Central Government is busy in propaganda. Not interested in Railways
WR has started a Few Specials with ICF coaches.
The ICF coaches are also fine, espically for trains with Limited SPEED. We can't just throw these coaches away. The ONE MAJOR advantage of LHB is that will NOT ROLL & that is due to the Superior coupling.
