Well, in that case you can book the AC tickets or NON-AC tickets post noon!
That yet to be confirmed they need to do some system level changes in Software so will notify after that.
But i welcome this new rules.
Now, when there is no refund for cancellation of confirmed Tatkal tickets, no one (may be except TTEs) is benefitting. No one would take the pains to cancel their ticket since there is no refund and the seat may lay vacant or TTE may allot it to someone on board. Now, when refund is allowed, many passengers would cancel their tickets and those in Waiting List would get their ticket confirmed. So, IR gets more money and WL passengers get their ticket confirmed.

One more problem here is, will the passengers form seperate Q for AC and Non-AC :D ? Then 1 person will be standing in A.C line and 1 person will be standing in Non-AC line trying their luck for only 1 ticket :D.
