The court expressed confidence that Indian Railways will continue its modernization efforts and implement 'Kavach' effectively. The PIL was filed in response to the Balasore train accident last year, which involved three trains and resulted in over 288 fatalities and over 1,000 injuries. The PIL demanded an expert panel investigation into the accident and immediate implementation of 'Kavach' for public safety. 'Kavach' is an Automatic Train Protection (ATP) system that automatically applies brakes if the loco pilot fails to do so.

PIL Balasore train accident ke baad file kiya gaya tha, jisme three trains involved thi aur 288 se zyada logon ki jaan gayi aur 1000 se zyada log injured hue. PIL ne accident ki expert panel se investigation ki demand ki aur public safety ke liye 'Kavach' ko immediately implement karne ki demand ki. 'Kavach' ek Automatic Train Protection (ATP) system hai jo automatically brakes apply karta hai agar loco pilot fail ho jata hai.
