train restore has nothing to do with occupancy.
In SER, HWH-TATA Steel had more than 80% occupancy but still not restored, but SHM-VZR which had less than 40% occupancy is restored. there r many such examples. restoration of trains is done depending on many other factors and not only based on occupancy.

Actually important cities between metro cities are being deprived of available quota. Such as Nagpur VSKP, ALD/CNB, LKO, Satna, BPL, R etc
So some dedicated service must be introduced like
Hwh-NGP, HWH-Vskp, Hwh-LKO, HWH-Rewa(satna), HWH-CNB. MAS-BPL, YPR-BPL etc.

Even before COVID it was running with less than 50% occupancy. No need to restore. Better use this rake to make VSKP MAS daily or atleast bi weekly or 4 days a week.
Two strong ONT daily required between VSKP HWH and VSKP MAS. This will also act as an alternative to HWH to MAS. Via break journey

Train no- 22809/22810 extended to rayagada or koraput on biweekly basis..only one train hirakhand exp to connect capital of odisha and hirakhand train have no timing every day 1 hr late its common...so if this train divert vzm-rgda-krpu then south odisha people get benifit...and one thing many more trains from bbs to vskp and this train going empty maximum time...
