Forget about speed or punctuality if you are traveling by a special train. The train is meant to take you from point A to point B irrespective of amount of time taken to travel... at least that's what is happening with all the special trains nowadays. In other words traveling tip is not useful/applicable for special trains.
Reasons for delay could be anything.
but here this delay is extraordinary ...
Railways can be sued for 'deficiencey in service providing' unless the cause is 'Acts of God' .... like storm, earthquake, flood, accidents...
