Western India Passengers Association in Kerala has submitted a memorandum to Kerala Chief Minister Oommen Chandy demanding an additional daily superfast train from Mumbai to this State Capital.
The Association urged the Chief Miniter to take up the issue with the Union Railway Minister immediately to introduce more trains in the forthcoming Railway Budget.
Pointing out that the All India Railway Time Table Committee is meeting at Goa in the first week of January 2013 to finalize proposals for new Trains in the Railway Budget to be presented in February 2013, the Association, in a release here today, claimed the Divisional Railway Manager, Trivandrum, had not recommended any new train from here, this year also.
The demand for a second Daily Mumbai-Kerala train was

28 years old, the Association claimed in the Memoranadum.
The promise given then was, as soon as the Konkan Railway (KRCL) was opened, a new daily train would run to Trivandrum via Konkan Railway.
However, what happened was the diversion of the Netravati Express via KRCL and extension up to Trivandrum via Alleppey.
There was no new Daily train till today.
There was still space to run one more train to run between Mumbai and Kerala on the Konkan Railway in which Keral was one of the partners.
A new train from Mumbai through Konkan and another from Malabar to Hyderabad were a bare minimum requirement which the association had discussed with the Railway authorities, they claimed.

Ending the suspense of the past five months, Railways have finally posted a Chief Administrator Officer (CAO), Construction, to expedite development of the railway network in Kerala.
Principal Chief Engineer, North Central Railway, Jaipur, Dani Thomas has been posted as the CAO, Construction. He will be based in Thiruvananthapuram with jurisdiction over the entire State, official sources told The Hindu .
It is the first time that Railways are posting a CAO for Kerala. The decision comes within days of the State announcing its willingness to hand over 239 acres of land at Kanjikode for the proposed coach factory to Railways at a cost of Rs.33 crore and weeks before the Railway Budget is presented in Parliament.

equivalent to that of Additional General Manager and above Divisional Railway Managers. Railways will have to set up a full-fledged office for the CAO.
Sources said the posts of financial advisor and chief accounts officer or a deputy financial advisor would have to be created for the smooth functioning of the CAO's office.
Hailing from Central Travancore, Mr. Thomas served as Additional Divisional Railway Manager, Thiruvananthapuram, for two years from 2000.
An Indian Railway Service Engineer of the 1979 batch, he officiated as Divisional Railway Manager, Thiruvananthapuram, for six months before taking up assignment outside the State.
Development projects
Development projects to the tune of Rs.2,500 crore are pending in the State and several key projects such as doubling of railway tracks are delayed.
The post of the CAO was announced by Union Minister for Railways Dinesh Trivedi at the conclusion of a meeting convened by Chief Minister Oommen Chandy in September last to speed up rail development in the State. The announcement was made to contain the clamour from all quarters for the creation of an exclusive rail zone for Kerala.
Railways wanted to dilute the office of the CAO announced for the State to that of a nodal officer or a liaison officer.
The CAO has vast powers to execute development works at the zonal level. Earlier, there were two CAOs in Southern Railway at Chennai and Bangalore. Now, only a CAO in the AGM rank functions at the zonal level from Chennai Egmore.
The office of the CAO, Construction, in Bangalore, set up at the initiative of then Union Railway Minister Jaffer Sharief, came handy for improving the rail network in Karnataka.
When a separate South Western Railway was formed, it helped Karnataka in a big way. Similarly, in the North Frontier Railway, the post of General Manager (Construction) helped in executing projects for Rs.2,000 crore.
Sources said the plans and drawings of the rail projects in Kerala were done at Chennai and officials had to shuttle to Chennai often.
