Almost 62% of people who responded to an online poll by a popular transport app said they would not travel by local train for the next “two to three months” if services resumed during that period. The remaining 38% said they would travel by local trains “immediately” once the lockdown ended.
poll, by m-Indicator, went live on Wednesday evening and more than 56,000 people had responded by 7 pm on Friday. To the question “Would you like to travel by Mumbai local train if lockdown opens?”, 38.4% replied “Yes, immediately”, while 61.6% replied “After 2-3 months only”.
The results reflect the Covid-19 situation in Mumbai, which now has more than 35,000 confirmed cases and is reporting more new cases daily than most other major international cities. They also show that most people are concerned about the impossibility of social distancing in Mumbai’s locals, the most severely overcrowded trains in the world. More than 4,500 passengers are regularly packed into rakes meant for 2,000, resulting in what has been termed ‘super-dense crush load’, or 14 to 16 standing passengers per square metre of floor space.
M-Indicator founder Sachin Teke said his company conducted the poll “to understand the mindset of people about train travel” in the wake of the coronavirus epidemic and that he hoped the results would help the government and railway authorities make “appropriate decisions”. He added, “[The poll shows that] over 60 per cent of participants want to judge the situation before making a decision on traveling by local train. It shows that most people still feel they are safer at home and would prefer to work from home for some more time.
”Subodh Jain, former head of Central Railway, said it would be very difficult to comment on the survey unless the profile of participants was known but said the “fear psychosis” was “also responsible for negative response”. He said, “Those who can work from home will certainly not like services to start as then they may have to go to their offices. The fact remains that the suburban services are the economic lifeline of Mumbai and will have to be restored for normalcy to return.” However, he conceded that social distancing in local trains was impossible, “unless there is [some system] like RFID tagging of commuters”.
But Akbar Khan, chairman of the Passengers’ Foundation, said restarting local trains now would only mean “opening more doors for the coronavirus”. “Talking about social distancing in local trains is useless. It’s better to wait at least one more month or until the situation is brought under control,” he said.
Rajesh Ghanghav, president of the Kalyan Kasara Karjat Railway Pravasi Sanghtna was also in favour of waiting at least a month. “The railways should start a few local services for frontline workers - medical workers, police, BMC workers, BEST employees, etc - but for the general public the situation won’t be ok until at least June 30.
”However, Nand Kumar Deshmukh, chairman of the Passengers’ Associations Federation, was of the view that local trains should restart immediately, with proper arrangements for social distancing. Asked how it would be possible to enforce social distancing on local trains, he said the railway administration should at least try.
