someone else should take up coal ministry, or else he will keep shoving electrification down our throats.

Nothing like that. Infact Piyush Goyal is very much ambitious of completing electrification work in IR. IT is Bibek Debroy economist advisor to PM who has raised apprehensions on benefit of having complete railway electrification as huge cost is involved.

he has fallen heads over heels in love with electrification of entire IR network, and strong love like that often makes people make weird decisions :)
Indian power sector is in a horrible state, and customers like railways who pay a huge price for their 24/7 connectivity are a very easy way of making money, and with most of India dependent on thermal plants healthy generation units translate into heavy profits in coal sector, which our Goyal ji heads.
Which is why his obsession with 100% electrification predates his appointment as railway minister,

fun fact: a significant chunk of our current NPA's stem from infra sector, and in that power sector has one of the highest contributions. two of the largest plants in the country, mundra STPS and mundra UMPP are both on verge of closure, which will probably give you a good idea of where power sector currently is.

IR is a good paymaster. The state DISCOMS too use the money they get from IR (sold at a higher rate per unit) to subsidise their vote banks - farmers, villagers with free electricity. Robin Hood Theory.
So electrifying IR pays good dividends for all - politically.
Structuring the DISCOMS and stopping theft and free electricity is least of their priorities.

MH, which has comparatively stronger grid than most of the states, has many areas where billing efficiency is around 40%
what hope do we have when 60% people aren't charged for the electricity they use??
many of them are political strongholds, so rather than taking the sensible route, we go down the most convoluted path in the history of convoluted paths.

pays, most of the times, in excess of 4-5 rs per unit, no wonder our ex-power min was so keen on 100% electrification :P
this is the same ideology that they are trying with HS: rather than stemming the loss occurring in non-AC side by having a uniform fare rise across classes, they are trying to improve operating ratio by applying flexi fare on AC coaches, especially AC 3A where they were already earning profits!
