Firstly the topic under discussion here is the "Problems faced by Poor Labourers" who clearly aren't the passengers for Humsafar Trains. Antyodaya is needed in this context
Secondly Champaran Humsafar already has a long looped route, humongous slack which is pretty much useless when needed and a unusually great demand during season which will be highly useful around the rush season when even common people are forced to travel in toilets facing collosal rush. It'll not be of much benefit to Ambala Cantt or Amritsar.
