I think it's a planned move by SR..They are not gonna introduce regular trains and continue running these special fare ones during vacations instead..If regular ones are introduced ticket fare will be less and in addition to that various concessions like senior citizens should also be given..Instead if these special fare ones are running then Tatkal fare could be collected from all passengers without any special added facilities..
