Such permissions are present in automatic block territory, if either the signal is faulty and not changing for a unreasonably long time. The loco pilot in such scenarios can then pass that signal under caution speeds...
However I doubt whether the lines near Bhubaneswar operate as per automatic block, as afaik only the NDLS -DDU section in eastern India is fully under automatic block signalling!

The section is an *auto section* and multiple trains can remain in one line in auto sections. This is as per the laid down operational protocols. No lapses in safety - ECOR clarification regarding the same.

The line from Gopalpatnam to Visakhapatnam station 9km is fully automated block signal system and 4 trains run in a block of 650m each @ 10kmph. It's very common from past 5 years in Vskp. There are certain junctions stations all over IR where automatic block signalling is installed for last 5-10km.
How to reach Proddatur from Yerraguntla? Is there any local buses available frequently?
Bus services may be less as the towns are not in any busy highway corridor. As distance is only 14 km you will get share autos and Tata ACE. Plan your travel in advance and only during daytime.

This train should ideally have gone upto LJN though I doubt that'll ever happen due to platform constraints at LJN, time constraint for this train[has 1 hour TAT time and taking it to LJN will squeeze that furthur] plus IR terminates it at GTNR to artificially reduce time on paper[just like how DEC-JP VB is run from Delhi Cantt instead of DLI or NDLS].

With the current TT, it'll probably arrive at LJN post 1430 hrs only but will need to depart quick for 2 reasons. The 15204 LJN-BJU Mail starts at 1515 hrs, second, the train already has an arrival time of 2345 hrs at Patna. Delaying departure beyond 1530 would mean possibly a midnight arrival time.
They can, but if they are gonna take it upto LKO, might as well run it via a faster route via SLN. This VB is still not the fastest train b/w Lucknow and Varanasi despite charging a hefty premium due to the longish AY route.
A very strong and valid point. IR should manage the slack and run it upto LJN. Although IR has invested hugely on GTNR but still lay man public who aren’t so frequent travellers in Lucknow are unaware that trains run from GTNR. Either extend VB to LJN or make GTNR more popular by short terminating east bound popular trains at GTNR which presently run upto LJN/LKO. GTNR must also be looked above zonal warfare. It must cater NR/LKO trains as well. Idea must be to popularize GTNR by giving heavyweights at GTNR rather than giving halts to Awadh, Barauni Express and starting trains to Chappra. Very few people know about Kamakhya/Godda-GomtiNagar Express. Poor Management from NER. Sheer Wastage.
