Some trains are operated with the intention to provide connectivity between 2 regions / cities (usually catering to end to end pax) like jaipur dd, also many sks , for example many people wanted the halt of upsk at gwl and yea gwl is a deserving station but upsk's halt is not there because upsk caters to the pax of what i can say up's bundelkhand like mkp,mba,banda etc.. so same is the case with jp dd it was intended to run as a dedicated service between Jaipur and Delhi that's why people feel upset when these kinds of halts ate given (just sharing my opinion)
