Festival Spcl train by NR..I think these 3E coaches were alloted to NR to use in regular train but they will use in running this coaches in festival Spcl...Fares are high than 3AC because of extra charges on running these festival trains..

What is LACCNE coach? I have heard about LWACCNE but for the first time hearing LACCNE. SER has got 8 LACCNE from RCF. Details of coaches as follows:

Old TATA Allp slot, dep from TATA at 15:30 is available. Any possibility of using that one? Maybe they can run a intercity type train or fast Passenger up to JSG of SBP and return direction use the same old TT of Allp Tata with dep from maybe around 4:30, ROU at 6:15, arrival at Tata around 9:15.
I think late return slot will help, after ADI exp, the next train is Ispat. The slot that must be followed by any upcoming ROU-TATA ICE must be that of the once tried CKP-TATA Pass spl. using the rake of HWH-CKP pass.
Or it can be 7:30-8:00 dep from ROU, if from JSG/SBP it can be earlier CKP around 9:30-10:00 and TATA by 11:00-11:30 and return at 1:30-2:00 from TATA, CKP around 3:00-3:30 ROU around 5:00-5:30 and reach JSG or SBP late evening. It will be a superhit for sure.. As in the return direction there is no train between Ispat and Gitanjali from Tata towards ROU. More over if same slot like ALLP is kept, in that case after ROU it

Also 4.5 hrs for 150 km between Tata-Rourkela seems to be a bit high isnt it whereas locals between Howrah-Kharagpur ( even though dist is less) seem a bit faster
Yes for SER freight has 1st priority. If u see recent visits of SER GM also, she is visiting every place nearby siding/freight loading points ,etc along with visiting platforms, dormitories, etc.
Now this note in every SER proposal is i think a way to SER do not want to run these trains i.e. this note is a bahana.
