Diff. quota are available for some stations along with the combined quota which exists from the originating to the ending stations. First, the passengers are allotted in the individual quota, and after it gets exhausted the usage of combined quota starts.

I would differ a little from your explanation here.
you can see from the availability chart you posted that for all station combination you have the same WLs in 3AC and 2AC.
quota in SL class for different destinations are not same.

The availability status for 3AC and 2 AC Differs with Sleeper cz the individual quota (which wud have lead to availability has already extinguished)
The quota for 3AC and 2AC are same all throughout (reason explained above, and hence it runs in WL{same throughout})
The quota for sleeper is stil left and hence the diff status.

If all the 15 available seats in Sleeper as mentioned in no. 2 gets booked, the availability status wud directly change to WL 126 (provided no booking/cancellation happens in the combined quota)

So the moral of the story is a there can be 2 different quota for the same train to travel from X --> Y. Did I get it right ?

That may be correct provided X and Y are no two fixed stations.
