*********** Amazing Regenerative Ratio of Bhilai WAG-9(First Time in RDS Website of Indian Railways) *********
For the First Time I have seen any 3 Phase Locomotive for 86.933% Regenerative Ratio , that is also a WAG-9 of BIA Shed.

has the Highest Regenerative Ratio among all 40 RDS 3-Phase Locos(i.e WAP-7 & WAG-9).
Very Impressive Figure.
First Time seen such a Huge Power Generating Capacity for any 3-Phase Loco.
So, 3-Phase Loco can take very minimal Power from OHE & can generate maximum power through Regenerative Braking System which is proved from here.
3-Phase Locos are Big Power Saver for Railways isn't it ?

After this record it won't be surprising for us if we see 100% Regenerative Ratio for any 3-Phase Loco as because this Statistics shows that it can be possible.

100% is physically not possible. :) The loco cannot generate more energy than it is consuming.
Usually during regenerative braking, all the energy the loco has gained during it's acceleration phase is fed back to the OHE as it brakes. So that way unless the loco spends a lot of time in braking it usually can regenerate only as much it gains during acceleration and while on level speed runs.
The data for this WAG9 appears to be for a very specific usage

pattern rather than normal usage ( The amount of regenerated power is sort of directly related to the amount of time the loco was deccelerating, so this data indicates an abnormally high amount of braking). Also note that almost all locos provided with rheostatic braking (most of the conventional locos and all the 3 phasers) also save a lot of power during braking by not consuming power from the OHE. Just that the power generated during rheostatic braking is not supplied to the OHE, but just dissipated on the loco itself.

86% regeneration :O. Was 31279 operating in the mining areas?
Normal efficiency of regeneration is between 15-20% and at most 25-30% in case of IGBT system.
